21	20		AN ACT CONCERNING ORGANIZATIONAL CHANG ES TO ELECTION

23	22		Be it enacted by the Senate and House of Representatives in General
24	23		Assembly convened:

26	25		Section 1. Subsection (c) of section 9-19j of the general statutes is 1
27	26		repealed and the following is substituted in lieu thereof (Effective from 2
28	27		passage): 3
29	28		(c) (1) (A) The registrars of voters shall designate a location for the 4
30	29		completion and processing of election day registration applications on 5
31	30		election day, provided (i) the registrars of voters shall have access to 6
32	31		the state-wide centralized voter registration system from such location, 7
33	32		and (ii) such location shall be certified in writing to the Secretary of the 8
34	33		State not later than thirty-one days before election day. The written 9
35	34		certification required pursuant to subparagraph (A)(ii) of this 10
36	35		subdivision shall (I) include the name, street address and relevant 11
37	36		contact information associated with such location, (II) list the name 12
38	37		and address of each election official appointed to serve at such 13
39	38		location, if any, and (III) provide a description of the design of such 14

47	45		applications. Upon review of such written certification, the Secretary 16
48	46		may require the registrars of voters to appoint one or more additional 17
49	47		election officials or to alter such design or plan. 18
50	48		(B) The registrars of voters may apply to the Secretary of the State, 19
51	49		in a form and manner prescribed by the Secretary, to designate any 20
52	50		additional location for the completion and processing of election day 21
53	51		registration applications on election day, provided the registrars of 22
54	52		voters shall so apply not later than ninety days before election day. 23
55	53		Upon approval of any such application by the Secretary, the registrars 24
56	54		of voters may so designate any such additional location. The 25
57	55		provisions of subparagraph (A) of this subdivision shall apply to any 26
58	56		such additional location designated pursuant to this subparagraph. 27
59	57		(2) The registrars of voters may [appoint one or more election 28
60	58		officials to serve at such location and may delegate to such election 29
61	59		officials] delegate to each election official appointed pursuant to 30
62	60		subdivision (1) of this subsection, if any, any of the responsibilities 31
63	61		assigned to the registrars of voters. The registrars of voters shall 32
64	62		supervise each such election [officials] official and train each such 33
65	63		election [officials] official to be an election day registration election 34
66	64		[officials] official. 35
67	65		Sec. 2. Subsection (j) of section 9-19j of the general statutes is 36
68	66		repealed and the following is substituted in lieu thereof (Effective from 37

70	68		(j) No person shall solicit in behalf of or in opposition to the 39
71	69		candidacy of another or himself or herself or in behalf of or in 40
72	70		opposition to any question being submitted at the election, or loiter or 41
73	71		peddle or offer any advertising matter, ballot or circular to another 42
74	72		person within a radius of seventy-five feet of any outside entrance in 43
75	73		use as an entry to [the registrars' of voters designated location] any 44
76	74		location designated by the registrars of voters for election day 45
77	75		registration balloting or in any corridor, passageway or other approach 46
