19-AN ACT LIMITING RENT INCREASES IN CERTAIN MULTIFAMILY
20-DWELLINGS.
18+AN ACT CONCERNING RENT STABILIZATION.
2119 Be it enacted by the Senate and House of Representatives in General
2220 Assembly convened:

24-Section 1. (NEW) (Effective October 1, 2019) No person who has 1
25-entered into a contract with the state on or after October 1, 2019, 2
26-through the Commissioner of Housing, for state financial assistance in 3
27-the form of a state grant-in-aid, loan, deferred loan, loan guarantee or 4
28-interest subsidy for the construction, rehabilitation or renovation of a 5
29-multifamily dwelling may increase the rental price of any unit in such 6
30-dwelling, during the term of such contract, by more than the rate of 7
31-inflation for the previous calendar year, as determined by the 8
32-consumer price index. After the expiration of the contract, such person 9
33-shall not increase the rental price of any unit in the dwelling by more 10
34-than ten per cent per year, provided such unit is continuously 11
35-occupied by the same tenant. 12
36-This act shall take effect as follows and shall amend the following
