20	19		AN ACT EXPANDING THE REGIONAL PERFORMANCE INCENTIVE
21	20		PROGRAM TO INCLUDE P ROPOSALS FOR REGIONA L MARKETING
22	21		AND ECONOMIC DEVELOP MENT.
23	22		Be it enacted by the Senate and House of Representatives in General
24	23		Assembly convened:

26	25		Section 1. Subsection (b) of section 4-124s of the general statutes is 1
27	26		repealed and the following is substituted in lieu thereof (Effective July 2
28	27		1, 2019): 3
29	28		(b) There is established a regional performance incentive program 4
30	29		that shall be administered by the Secretary of the Office of Policy and 5
31	30		Management. On or before December 31, 2011, and annually 6
32	31		thereafter, any regional council of governments, any two or more 7
33	32		municipalities acting through a regional council of governments, any 8
34	33		economic development district, any regional educational service center 9
35	34		or any combination thereof may submit a proposal to the secretary for: 10
36	35		(1) The joint provision of any service that one or more participating 11
37	36		municipalities of such council, educational service center or agency 12
38	37		currently provide but which is not provided on a regional basis, (2) a 13
39	38		planning study regarding the joint provision of any service on a 14
40		-	regional basis, [or] (3) shared information technology services, or (4) 15 Committee Bill No. 6185

47	45		joint regional marketing and economic development. A copy of said 16
48	46		proposal shall be sent to the legislators representing said participating 17
49	47		municipalities. Any local or regional board of education or regional 18
50	48		educational service center serving a population greater than one 19
51	49		hundred thousand may submit a proposal to the secretary for a 20
52	50		regional special education initiative. 21
53	51		This act shall take effect as follows and shall amend the following
