AN ACT CONCERNING ACCESS TO A COMPREHENSIVE SCHOOL 
COUNSELING PROGRAM. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That title 10 of the general statutes be amended to require the State 1 
Board of Education, in consultation with the Connecticut School 2 
Counselor Association, to adopt guidelines and recommendations that 3 
ensure that all students have access to a comprehensive school 4 
counseling program that includes academic, social-emotional and post-5 
secondary and career readiness programming delivered by a certified 6 
school counselor who has received adequate training.   7 
Statement of Purpose:   
To provide students with access to a comprehensive school counseling 
program.
