1818 AN ACT REQUIRING INTERNET SERVICE PROVIDERS THAT ARE
1919 STATE CONTRACTORS TO ADOPT A NET NEUTRALITY POLICY.
2020 Be it enacted by the Senate and House of Representatives in General
2121 Assembly convened:

2323 That the general statutes be amended to require Internet service 1
2424 providers that are state contractors to adopt a net neutrality policy, 2
2525 provided each such policy shall include a certification that the 3
2626 contractor: 4
2727 (1) Shall not block lawful content, applications, services or 5
2828 nonharmful devices, subject to reasonable network management that is 6
2929 disclosed to the consumer; 7
3030 (2) Shall not impair or degrade lawful Internet traffic on the basis of 8
3131 Internet content, application or service or use of a nonharmful device, 9
3232 subject to reasonable network management that is disclosed to the 10
3333 consumer; 11
3434 (3) Shall not engage in paid prioritization, or accept any 12
3535 consideration to manage its network in a way that benefits particular 13

4141 (4) Shall publicly disclose accurate information regarding the 15
4242 network management practices, performance and commercial terms of 16
4343 its broadband Internet access services sufficient for consumers to make 17
4444 informed choices regarding the use of such services. 18
