22-WERE TERMINATED OR S EPARATED FROM EMPLOY MENT AS A
23-RESULT OF ABUSE OR N EGLECT.
18+AN ACT CONCERNING A REGISTRY OF PERSONS WHO ABUSE
19+INDIVIDUALS WITH INTELLECTUAL DISABILITIES.
2420 Be it enacted by the Senate and House of Representatives in General

27-Section 1. Subsection (c) of section 17a-247b of the general statutes is 1
28-repealed and the following is substituted in lieu thereof (Effective July 2
29-1, 2019): 3
30-(c) The department shall make information in the registry available 4
31-only to: (1) Authorized agencies, for the purpose of protective service 5
32-determinations; (2) employers who employ employees to provide 6
33-services to an individual who receives services or funding from the 7
34-department; (3) the Departments of Children and Families, Mental 8
35-Health and Addiction Services, and Social Services, for the purpose of 9
36-determining whether an applicant for employment appears on the 10
37-registry; [or] (4) charitable organizations that recruit volunteers to 11
38-support programs for persons with intellectual disability or autism 12
39-spectrum disorder, upon application to and approval by the 13
40-Committee Bill No. 6365

45-commissioner, for purposes of conducting background checks on such 14
46-volunteers; or (5) persons with intellectual disability and their family 15
47-or legal guardian. 16
48-This act shall take effect as follows and shall amend the following
49-sections:

23+That section 17a-247b of the general statutes be amended to (1) 1
24+allow individuals with disabilities and their families access to a 2
25+registry of persons terminated for abusing or neglecting individuals 3
26+with intellectual disabilities, and (2) include a public registry of 4
27+persons convicted of abusing, neglecting or financially exploiting 5
28+individuals with intellectual disabilities. 6

54-To allow persons with intellectual disability and their families to access
55-the abuse and neglect registry of former Department of Developmental
56-Services employees.
