AN ACT PROHIBITING THE RETAIL DISTRIBUTION OF PLASTIC, 
SINGLE-USE PLASTIC BAGS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That the general statutes be amended to prohibit the use and 1 
distribution of single-use, plastic bags in retail establishments while 2 
exempting food packaging plastic, plastic garment bags, newspaper 3 
sleeves and commercial packages of multiple bags from such 4 
prohibition. 5 
Statement of Purpose:   
To provide a prohibition on single-use, plastic bags while retaining 
exemptions in order to reduce the volume of nonbiodegradable 
plastics in the state's solid waste stream.
