AN ACT CONCERNING SEMI-MONTHLY TRANSFERS OF SUPPLEMENTAL NUTRITION BENEFITS. Be it enacted by the Senate and House of Representatives in General Assembly convened: That title 17b of the general statutes be amended to require the 1 Commissioner of Social Services to stagger the transfer of 2 supplemental nutrition assistance benefits to electronic benefit cards 3 more than once a month to avert (1) higher retail food prices due to 4 increased demand when beneficiaries use the benefits all at once, and 5 (2) depletion of benefits soon after they are issued. 6 Statement of Purpose: To avert depletion of supplemental nutrition assistance benefits early in the month and higher food prices when retailers serve a rush of shoppers using their benefits all at once.
