AN ACT CONCERNING MUNICIPAL BUDGET RESERVES.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
That subdivision (9) of subsection (d) of section 7-473c of the general 1
statutes be amended to establish an irrebuttable presumption that a 2
municipal employer's budget reserve equal to fifteen per cent or less of 3
the municipal employer's operating budget is not available for 4
payment of the cost of any item subject to binding arbitration. 5
Statement of Purpose:
To establish an irrebuttable presumption that a municipal employer's
budget reserve equal to fifteen per cent or less of the municipal
employer's operating budget is not available for payment of the cost of
any item subject to binding arbitration.
