2019 AN ACT ESTABLISHING A TASK FORCE TO STUDY THE T IMING OF
2120 THE ADOPTION OF THE STATE BUDGET AND THE EFFECT OF
2221 SUCH TIMING ON MUNICIPAL BUDGET PREPARAT IONS.
2322 Be it enacted by the Senate and House of Representatives in General

2625 Section 1. (Effective from passage) (a) There is established a task force 1
2726 to study the timing of the adoption of the state budget and the effect of 2
2827 such timing on municipal budget preparations. 3
2928 (b) The task force shall consist of the following members: 4
3029 (1) Two appointed by the speaker of the House of Representatives; 5
3130 (2) Two appointed by the president pro tempore of the Senate; 6
3231 (3) One appointed by the majority leader of the House of 7

3433 (4) One appointed by the majority leader of the Senate; 9
3534 (5) One appointed by the minority leader of the House of 10

4341 (6) One appointed by the minority leader of the Senate; 12
4442 (7) The Secretary of the Office of Policy and Management, or the 13
4543 secretary's designee; and 14
4644 (8) Two persons appointed by the Governor. 15
4745 (c) Any member of the task force appointed under subdivision (1), 16
4846 (2), (3), (4), (5) or (6) of subsection (b) of this section may be a member 17
4947 of the General Assembly. 18
5048 (d) All appointments to the task force shall be made not later than 19
5149 thirty days after the effective date of this section. Any vacancy shall be 20
5250 filled by the appointing authority. 21
5351 (e) The speaker of the House of Representatives and the president 22
5452 pro tempore of the Senate shall select the chairpersons of the task force 23
5553 from among the members of the task force. Such chairpersons shall 24
5654 schedule the first meeting of the task force, which shall be held not 25
5755 later than sixty days after the effective date of this section. 26
5856 (f) The administrative staff of the joint standing committee of the 27
5957 General Assembly having cognizance of matters relating to planning 28
6058 and development shall serve as administrative staff of the task force. 29
6159 (g) Not later than January 1, 2020, the task force shall submit a 30
6260 report on its findings and recommendations to the joint standing 31
6361 committee of the General Assembly having cognizance of matters 32
6462 relating to planning and development, in accordance with the 33
6563 provisions of section 11-4a of the general statutes. The task force shall 34
6664 terminate on the date that it submits such report or January 1, 2020, 35
6765 whichever is later. 36
6866 This act shall take effect as follows and shall amend the following
