19-AN ACT CONCERNING TH E CONNECTICUT INTELLIG ENCE CENTER.
18+AN ACT CONCERNING THE CONNECTICUT INTELLIGENCE CENTER

2020 Be it enacted by the Senate and House of Representatives in General

23-Section 1. Section 29-1b of the general statutes is repealed and the 1
24-following is substituted in lieu thereof (Effective from passage): 2
25-(a) There shall be within the Department of Emergency Services and 3
26-Public Protection a Division of State Police. The Commissioner of 4
27-Emergency Services and Public Protection shall serve as administrative 5
28-head and commanding officer of the State Police Division. As 6
29-administrative head, said commanding officer of the Division of State 7
30-Police shall delegate said commanding officer's jurisdiction of the 8
31-affairs of the Division of State Police to a deputy commissioner who 9
32-shall have the powers and privileges conferred by statute upon a state 10
33-policeman. 11
34-(b) (1) There shall be within said department a Division of 12
35-Emergency Management and Homeland Security. The commissioner 13
36-shall serve as administrative head of said division. As administrative 14
37-head, said commissioner shall delegate said commissioner's 15
38-jurisdiction of the Division of Emergency Management and Homeland 16

44-Security to a deputy commissioner. The deputy commissioner shall 17
45-possess professional training and knowledge consisting of not less 18
46-than five years of managerial or strategic planning experience in 19
47-matters relating to public safety, security, emergency services and 20
48-emergency response. No person possessing a record of any criminal, 21
49-unlawful or unethical conduct shall be eligible for or hold such 22
50-position. Any person with any present or past political activities or 23
51-financial interests that may substantially conflict with the duties of the 24
52-deputy commissioner or expose such person to potential undue 25
53-influence or compromise such person's ability to be entrusted with 26
54-necessary state or federal security clearances or information shall be 27
55-deemed unqualified for such position and shall not be eligible to hold 28
56-such position. 29
57-(2) There shall be within said department a Connecticut Intelligence 30
58-Center, which shall serve as the state's fusion center for purposes of the 31
59-United States Department of Homeland Security's National Network 32
60-of Fusion Centers. Not later than July 1, 2019, the commissioner shall 33
61-transfer the Connecticut Intelligence Center from the Division of State 34
62-Police within the department to the Division of Emergency 35
63-Management and Homeland Security within the department. 36
64-This act shall take effect as follows and shall amend the following
