LCO No. 5664 1 of 2 General Assembly Committee Bill No. 6647 January Session, 2019 LCO No. 5664 Referred to Committee on ENVIRONMENT Introduced by: (ENV) AN ACT ESTABLISHING A REGENERATIVE AGRICUL TURE PROGRAM. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective from passage) Not later than October 1, 1 2020, the Commissioner of Agriculture shall adopt regulations, in 2 accordance with the provisions of chapter 54 of the general statutes, to 3 require the achievement of minimum carbon and water content for soil 4 that is used to meet generally accepted regenerative agriculture 5 practice standards. Such regulations shall include, but not be limited 6 to, a definition of the term "regenerative agriculture" that is consistent 7 with generally accepted standards for carbon and water soil content 8 pursuant to such practice and standards and requirements for any 9 grant that the commissioner may award for the purpose of 10 encouraging the practice of regenerative agriculture in the state. 11 This act shall take effect as follows and shall amend the following sections: Section 1 from passage New section Committee Bill No. 6647 LCO No. 5664 2 of 2 Statement of Purpose: To establish a regenerative agriculture program in the state that will improve soil health, conservation, rainwater absorption, drought resiliency and water quality.
