27 | 27 | | Section 1. (NEW) (Effective July 1, 2019) (a) Not later than January 1, 1 |
---|
28 | 28 | | 2020, the Board of Regents for Higher Education and the Department 2 |
---|
29 | 29 | | of Correction shall jointly establish a program, to be known as the 3 |
---|
30 | 30 | | "Corrections to College Program" for youthful offenders, as defined in 4 |
---|
31 | 31 | | section 54-76b of the general statutes. Such program shall include, but 5 |
---|
32 | 32 | | not be limited to, (1) eligibility for mentorship starting six months prior 6 |
---|
33 | 33 | | to the release from incarceration of any youthful offender, including 7 |
---|
34 | 34 | | informing the youthful offender of the fields of study available at the 8 |
---|
35 | 35 | | regional community-technical colleges and financial counseling, and 9 |
---|
36 | 36 | | (2) the assignment of an education and career counselor to any 10 |
---|
37 | 37 | | youthful offender that enrolls in a regional community-technical 11 |
---|
38 | 38 | | college after release from incarceration and is twenty-one years of age 12 |
---|
39 | 39 | | or younger to promote successful completion of the program in which 13 |
---|
40 | 40 | | the youthful offender is enrolled and to oversee completion by the 14 |
---|
41 | 41 | | youthful offender of (A) not less than ten sessions of outpatient mental 15 Committee Bill No. 6883 |

56 | 56 | | shall jointly report, in accordance with the provisions of section 11-4a 24 |

57 | 57 | | of the general statutes, to the joint standing committees of the General 25 |

58 | 58 | | Assembly having cognizance of matters relating to higher education 26 |

59 | 59 | | and employment advancement and the judiciary on the Corrections to 27 |
