2121 AN ACT CONCERNING A "CORRECTIONS TO COLL EGE PROGRAM"

2323 YOUTHFUL OFFENDERS.
2424 Be it enacted by the Senate and House of Representatives in General
2525 Assembly convened:

2727 Section 1. (NEW) (Effective July 1, 2019) (a) Not later than January 1, 1
2828 2020, the Board of Regents for Higher Education and the Department 2
2929 of Correction shall jointly establish a program, to be known as the 3
3030 "Corrections to College Program" for youthful offenders, as defined in 4
3131 section 54-76b of the general statutes. Such program shall include, but 5
3232 not be limited to, (1) eligibility for mentorship starting six months prior 6
3333 to the release from incarceration of any youthful offender, including 7
3434 informing the youthful offender of the fields of study available at the 8
3535 regional community-technical colleges and financial counseling, and 9
3636 (2) the assignment of an education and career counselor to any 10
3737 youthful offender that enrolls in a regional community-technical 11
3838 college after release from incarceration and is twenty-one years of age 12
3939 or younger to promote successful completion of the program in which 13
4040 the youthful offender is enrolled and to oversee completion by the 14

4848 health counseling or therapy with the goal of helping the youthful 16
4949 offender adjust to reentry to the community, (B) not less than twenty-17
5050 five hours of unpaid community service during the first twelve-month 18
5151 period in which the youthful offender is enrolled at the regional 19
5252 community-technical college, and (C) if applicable, life-skills or 20
5353 parenting training classes. 21
5454 (b) Not later than January 1, 2021, the president of the Board of 22
5555 Regents for Higher Education and the Commissioner of Correction 23
5656 shall jointly report, in accordance with the provisions of section 11-4a 24
5757 of the general statutes, to the joint standing committees of the General 25
5858 Assembly having cognizance of matters relating to higher education 26
5959 and employment advancement and the judiciary on the Corrections to 27
6060 College Program. 28
6161 This act shall take effect as follows and shall amend the following
