AN ACT CONCERNING THE MERGER OR CLOSURE OF 
INSTITUTIONS WITHIN THE CONNECTICUT STATE COLLEGES AND 
UNIVERSITIES. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That subsection (a) of section 10a-6 of the general statutes be 1 
amended to prohibit the Board of Regents for Higher Education from 2 
merging or closing institutions within the Connecticut State University 3 
System, the regional community-technical college system and Charter 4 
Oak State College until a plan for such closure or merger is reported to 5 
the joint standing committee of the General Assembly having 6 
cognizance of matters relating to higher education and employment 7 
advancement and authorized by an act of the General Assembly. 8 
Statement of Purpose:   
To prohibit the merger or closure of institutions within the Connecticut 
State Colleges and Universities without the review and approval of the 
General Assembly.
