AN ACT REQUIRING A STUDY OF THE UNITED STATES 
DEPARTMENT OF EDUCAT ION'S PROPOSED REGULATIONS 
REGARDING SEXUAL MIS CONDUCT UNDER TITLE IX OF THE 
ELEMENTARY AND SECON DARY EDUCATION ACT O F 1972.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (Effective from passage) (a) There is established a task force 1 
to study the United States Department of Education's proposed 2 
regulations regarding sexual misconduct under Title IX of the 3 
Elementary and Secondary Education Act of 1972, 20 USC 1681 et seq. 4 
Such study shall include, but need not be limited to, an examination of 5 
the impact of the proposed regulations on students and campus safety 6 
at institutions of higher education in the state. 7 
(b) The task force shall consist of the following members: 8 
(1) Two appointed by the speaker of the House of Representatives, 9 
one of whom is a Title IX coordinator at an independent institution of 10 
higher education and one of whom is a Title IX coordinator at a public 11 
institution of higher education; 12 
(2) Two appointed by the president pro tempore of the Senate who 13 
represent a community-based sexual assault crisis service center or 14 
community-based domestic violence agency; 15  Substitute Bill No. 6890

(3) One appointed by the majority leader of the House of 16 
Representatives; 17 
(4) One appointed by the majority leader of the Senate; 18 
(5) One appointed by the minority leader of the House of 19 
Representatives; 20 
(6) One appointed by the minority leader of the Senate; and 21 
(7) Two appointed by the Governor. 22 
(c) Any member of the task force appointed under subdivisions (1) 23 
to (6), inclusive, of subsection (b) of this section may be a member of 24 
the General Assembly. 25 
(d) All appointments to the task force shall be made not later than 26 
thirty days after the effective date of this section. Any vacancy shall be 27 
filled by the appointing authority. 28 
(e) The speaker of the House of Representatives and the president 29 
pro tempore of the Senate shall select the chairpersons of the task force 30 
from among the members of the task force. Such chairpersons shall 31 
schedule the first meeting of the task force, which shall be held not 32 
later than sixty days after the effective date of this section. 33 
(f) The administrative staff of the joint standing committee of the 34 
General Assembly having cognizance of matters relating to higher 35 
education and employment advancement shall serve as administrative 36 
staff of the task force. 37 
(g) Not later than January 1, 2020, the task force shall submit a 38 
report on its findings and recommendations to the joint standing 39 
committee of the General Assembly having cognizance of matters 40 
relating to higher education and employment advancement, in 41 
accordance with the provisions of section 11-4a of the general statutes. 42 
The task force shall terminate on the date that it submits such report or 43  Substitute Bill No. 6890

January 1, 2020, whichever is later. 44 
This act shall take effect as follows and shall amend the following 
sections:
