1818 AN ACT CONCERNING PARITY FOR MENTAL HEALTH AND
1919 SUBSTANCE USE DISORDER BENEFITS.
2020 Be it enacted by the Senate and House of Representatives in General
2121 Assembly convened:

2323 That title 38a of the general statutes be amended to (1) require that 1
2424 (A) each health carrier doing health insurance business in this state 2
2525 submit an annual report concerning parity for mental health and 3
2626 substance use disorder benefits, and (B) the committee of the General 4
2727 Assembly having cognizance of matters relating to insurance conduct a 5
2828 public hearing concerning (i) all such reports, and (ii) compliance with 6
2929 the Paul Wellstone and Pete Domenici Mental Health Parity and 7
3030 Addiction Equity Act of 2008, P.L. 110-343, and (2) expand coverage, 8
3131 and prohibit use of prior authorization and step therapy, for certain 9
3232 prescription drugs. 10
3333 Statement of Purpose:
3434 To (1) require that (A) each health carrier doing health insurance
3535 business in this state submit an annual report concerning parity for
3636 mental health and substance use disorder benefits, and (B) the
3737 committee of the General Assembly having cognizance of matters
3838 relating to insurance conduct a public hearing concerning (i) all such
