20	20		AN ACT CONCERNING TH E OFFERING OF CERTAIN MOTOR
21	21		VEHICLES FROM THE ST ATE MOTOR POOL TO VE TERANS'
22	22		CHARITABLE ORGANIZAT IONS.
23	23		Be it enacted by the Senate and House of Representatives in General
24	24		Assembly convened:

26	26		Section 1. Subsection (a) of section 4a-57a of the general statutes is 1
27	27		repealed and the following is substituted in lieu thereof (Effective 2
28	28		October 1, 2019): 3
29	29		(a) The Commissioner of Administrative Services shall administer a 4
30	30		property distribution program for the disposition of usable property 5
31	31		that a state agency deems surplus to its operating needs. If any such 6
32	32		property cannot be transferred between state agencies and there is not 7
33	33		an immediate need to remove the property from a state facility, the 8
34	34		commissioner shall offer the property for sale to municipalities and 9
35	35		transit districts. If no municipality or transit district purchases the 10
36	36		property, the commissioner shall offer the property for sale to the 11
37	37		public, except that any motor vehicle from the state interagency motor 12
38	38		pool, as described in section 4a-5, shall not be sold to any qualified 13
39		-	veterans' charitable organization, as described in section 27-100f, for 14

	45	+	less than two thousand dollars. If the commissioner is unable to sell 15
47	46		the property to a municipality or transit district or the public, the 16
48	47		commissioner may donate the property to a nonprofit organization. 17
49	48		The commissioner may dispose of any property that is not transferred, 18
50	49		sold or donated, except that, in the case of any motor vehicle from the 19
51	50		state interagency motor pool not transferred, sold or donated, the 20
52	51		commissioner may offer such motor vehicle to any qualified veterans' 21
53	52		charitable organization for the purpose of donating such motor vehicle 22
54	53		to a veteran in accordance with section 2 of this act. The commissioner 23
55	54		shall establish a process for notifying municipalities and nonprofit 24
56	55		organizations of their eligibility to receive surplus property under this 25
57	56		subsection. 26
58	57		Sec. 2. (NEW) (Effective October 1, 2019) The Commissioner of 27
59	58		Administrative Services may offer, pursuant to section 4a-57a of the 28
60	59		general statutes, as amended by this act, for not more than two 29
61	60		thousand dollars, a motor vehicle from the state interagency motor 30
62	61		pool, as described in section 4a-5 of the general statutes, to a qualified 31
63	62		veterans' charitable organization, as described in section 27-100f of the 32
64	63		general statutes, for the purpose of donating such motor vehicle to a 33
65	64		veteran. Any such qualified veterans' charitable organization shall (1) 34
66	65		identify veterans in the state (A) who have performed service in time 35
67	66		of war, (B) with a service-connected disability rated by the United 36
68	67		States Department of Veterans Affairs, and (C) with a demonstrated 37
69	68		need of financial assistance, as determined by such organization; (2) 38
70	69		donate any such motor vehicle to any such veteran; and (3) in the case 39
71	70		of any such veteran who accepts any such donation, pay any 40
72	71		administrative cost or fee to the Department of Motor Vehicles related 41
73	72		to the transfer of any such motor vehicle from such organization to 42
74	73		such veteran. As used in this section, "veteran" has the same meaning 43
75	74		as provided in subsection (a) of section 27-103 of the general statutes. 44
