2020 AN ACT CONCERNING TH E OFFERING OF CERTAIN MOTOR

2323 Be it enacted by the Senate and House of Representatives in General

2626 Section 1. Subsection (a) of section 4a-57a of the general statutes is 1
2727 repealed and the following is substituted in lieu thereof (Effective 2
2828 October 1, 2019): 3
2929 (a) The Commissioner of Administrative Services shall administer a 4
3030 property distribution program for the disposition of usable property 5
3131 that a state agency deems surplus to its operating needs. If any such 6
3232 property cannot be transferred between state agencies and there is not 7
3333 an immediate need to remove the property from a state facility, the 8
3434 commissioner shall offer the property for sale to municipalities and 9
3535 transit districts. If no municipality or transit district purchases the 10
3636 property, the commissioner shall offer the property for sale to the 11
3737 public, except that any motor vehicle from the state interagency motor 12
3838 pool, as described in section 4a-5, shall not be sold to any qualified 13
39-veterans' charitable organization, as described in section 27-100f, for 14

45+less than two thousand dollars. If the commissioner is unable to sell 15
4746 the property to a municipality or transit district or the public, the 16
4847 commissioner may donate the property to a nonprofit organization. 17
4948 The commissioner may dispose of any property that is not transferred, 18
5049 sold or donated, except that, in the case of any motor vehicle from the 19
5150 state interagency motor pool not transferred, sold or donated, the 20
5251 commissioner may offer such motor vehicle to any qualified veterans' 21
5352 charitable organization for the purpose of donating such motor vehicle 22
5453 to a veteran in accordance with section 2 of this act. The commissioner 23
5554 shall establish a process for notifying municipalities and nonprofit 24
5655 organizations of their eligibility to receive surplus property under this 25
5756 subsection. 26
5857 Sec. 2. (NEW) (Effective October 1, 2019) The Commissioner of 27
5958 Administrative Services may offer, pursuant to section 4a-57a of the 28
6059 general statutes, as amended by this act, for not more than two 29
6160 thousand dollars, a motor vehicle from the state interagency motor 30
6261 pool, as described in section 4a-5 of the general statutes, to a qualified 31
6362 veterans' charitable organization, as described in section 27-100f of the 32
6463 general statutes, for the purpose of donating such motor vehicle to a 33
6564 veteran. Any such qualified veterans' charitable organization shall (1) 34
6665 identify veterans in the state (A) who have performed service in time 35
6766 of war, (B) with a service-connected disability rated by the United 36
6867 States Department of Veterans Affairs, and (C) with a demonstrated 37
6968 need of financial assistance, as determined by such organization; (2) 38
7069 donate any such motor vehicle to any such veteran; and (3) in the case 39
7170 of any such veteran who accepts any such donation, pay any 40
7271 administrative cost or fee to the Department of Motor Vehicles related 41
7372 to the transfer of any such motor vehicle from such organization to 42
7473 such veteran. As used in this section, "veteran" has the same meaning 43
7574 as provided in subsection (a) of section 27-103 of the general statutes. 44
7675 This act shall take effect as follows and shall amend the following
