AN ACT CONCERNING TU ITION WAIVERS AT PUBLIC INSTITUTIONS 
OF HIGHER EDUCATION FOR FAMILY MEMBERS O F VETERANS 
AND GOLD STAR FAMILY MEMBERS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Subsection (d) of section 10a-77 of the general statutes is 1 
repealed and the following is substituted in lieu thereof (Effective July 2 
1, 2019): 3 
(d) Said board of trustees shall waive the payment of tuition at any 4 
of the regional community-technical colleges (1) for any dependent 5 
child of a person whom the armed forces of the United States has 6 
declared to be missing in action or to have been a prisoner of war 7 
while serving in such armed forces after January 1, 1960, which child 8 
has been accepted for admission to such institution and is a resident of 9 
the state at the time such child is accepted for admission to such 10 
institution, (2) subject to the provisions of subsection (e) of this section, 11 
for any (A) veteran who performed service in time of war, as defined 12 
in section 27-103, or (B) person with a qualifying condition, as defined 13 
in said section, who has received a discharge other than bad conduct 14  Raised Bill No.  7062

or dishonorable from active service in the armed forces and who 15 
performed service in time of war, except that for purposes of this 16 
subsection, "service in time of war" shall not include time spent in 17 
attendance at a military service academy, which veteran or person has 18 
been accepted for admission to such institution and is domiciled in this 19 
state at the time such veteran or person is accepted for admission to 20 
such institution, (3) for any resident of the state sixty-two years of age 21 
or older, provided, at the end of the regular registration period, there 22 
are enrolled in the course a sufficient number of students other than 23 
those residents eligible for waivers pursuant to this subdivision to 24 
offer the course in which such resident intends to enroll and there is 25 
space available in such course after accommodating all such students, 26 
(4) for any student attending the Connecticut State Police Academy 27 
who is enrolled in a law enforcement program at said academy offered 28 
in coordination with a regional community-technical college which 29 
accredits courses taken in such program, (5) for any active member of 30 
the Connecticut Army or Air National Guard who (A) has been 31 
certified by the Adjutant General or such Adjutant General's designee 32 
as a member in good standing of the guard, and (B) is enrolled or 33 
accepted for admission to such institution on a full-time or part-time 34 
basis in an undergraduate degree-granting program, (6) for any 35 
dependent child of a (A) police officer, as defined in section 7-294a, or 36 
supernumerary or auxiliary police officer, (B) firefighter, as defined in 37 
section 7-323j, or member of a volunteer fire company, (C) municipal 38 
employee, or (D) state employee, as defined in section 5-154, killed in 39 
the line of duty, (7) for any resident of the state who is a dependent 40 
child or surviving spouse of a specified terrorist victim who was a 41 
resident of this state, (8) for any dependent child of a resident of the 42 
state who was killed in a multivehicle crash at or near the intersection 43 
of Routes 44 and 10 and Nod Road in Avon on July 29, 2005, [and] (9) 44 
for any resident of the state who is a dependent child or surviving 45 
spouse of a person who was killed in action while performing active 46 
military duty with the armed forces of the United States on or after 47 
September 11, 2001, and who was a resident of this state, (10) for any 48 
resident of the state who is a dependent child of a veteran entitled to a 49  Raised Bill No.  7062

tuition waiver under subdivision (2) of this subsection, which 50 
dependent child is not also entitled to a tuition waiver under 51 
subdivision (1) of this section, except that the number of semesters for 52 
which such dependent child may receive any such tuition waiver shall 53 
be calculated by subtracting from eight the number of semesters such 54 
veteran received such tuition waiver, and (11) for any resident of the 55 
state who is a parent whose child was killed in action or the surviving 56 
spouse of a person who was killed in action while performing active 57 
military duty with the armed forces of the United States. If any person 58 
who receives a tuition waiver in accordance with the provisions of this 59 
subsection also receives educational reimbursement from an employer, 60 
such waiver shall be reduced by the amount of such educational 61 
reimbursement. Veterans and persons described in subdivision (2) of 62 
this subsection and members of the National Guard described in 63 
subdivision (5) of this subsection shall be given the same status as 64 
students not receiving tuition waivers in registering for courses at 65 
regional community-technical colleges. Notwithstanding the 66 
provisions of section 10a-30, as used in this subsection, "domiciled in 67 
this state" includes domicile for less than one year. 68 
Sec. 2. Subsection (d) of section 10a-99 of the general statutes is 69 
repealed and the following is substituted in lieu thereof (Effective July 70 
1, 2019): 71 
(d) Said board shall waive the payment of tuition fees at the 72 
Connecticut State University System (1) for any dependent child of a 73 
person whom the armed forces of the United States has declared to be 74 
missing in action or to have been a prisoner of war while serving in 75 
such armed forces after January 1, 1960, which child has been accepted 76 
for admission to such institution and is a resident of the state at the 77 
time such child is accepted for admission to such institution, (2) subject 78 
to the provisions of subsection (e) of this section, for any (A) veteran 79 
who performed service in time of war, as defined in section 27-103, or 80 
(B) person with a qualifying condition, as defined in said section, who 81 
has received a discharge other than bad conduct or dishonorable from 82

academy, which veteran or person has been accepted for admission to 86 
such institution and is domiciled in this state at the time such veteran 87 
or person is accepted for admission to such institution, (3) for any 88 
resident of the state sixty-two years of age or older who has been 89 
accepted for admission to such institution, provided (A) such resident 90 
is enrolled in a degree-granting program, or (B) at the end of the 91 
regular registration period, there are enrolled in the course a sufficient 92 
number of students other than those residents eligible for waivers 93 
pursuant to this subdivision to offer the course in which such resident 94 
intends to enroll and there is space available in such course after 95 
accommodating all such students, (4) for any student attending the 96 
Connecticut Police Academy who is enrolled in a law enforcement 97 
program at said academy offered in coordination with the university 98 
which accredits courses taken in such program, (5) for any active 99 
member of the Connecticut Army or Air National Guard who (A) has 100

veteran entitled to a tuition waiver under subdivision (2) of this 119 
subsection, which dependent child is not also entitled to a tuition 120 
waiver under subdivision (1) of this subsection, except that the number 121 
of semesters for which such dependent child may receive any such 122 
tuition waiver shall be calculated by subtracting from eight the 123 
number of semesters such veteran received such tuition waiver, and 124 
(11) for any resident of the state who is a parent whose child was killed 125 
in action or the surviving spouse of a person who was killed in action 126 
while performing active military duty with the armed forces of the 127 
United States. If any person who receives a tuition waiver in 128 
accordance with the provisions of this subsection also receives 129 
educational reimbursement from an employer, such waiver shall be 130

and persons described in subdivision (2) of this subsection and 132

Sec. 3. Subsection (e) of section 10a-105 of the general statutes is 139 
repealed and the following is substituted in lieu thereof (Effective July 140 
1, 2019): 141 
(e) Said board of trustees shall waive the payment of tuition fees at 142 
The University of Connecticut (1) for any dependent child of a person 143 
whom the armed forces of the United States has declared to be missing 144 
in action or to have been a prisoner of war while serving in such armed 145 
forces after January 1, 1960, which child has been accepted for 146 
admission to The University of Connecticut and is a resident of the 147 
state at the time such child is accepted for admission to said institution, 148 
(2) subject to the provisions of subsection (f) of this section, for any (A) 149 
veteran who performed service in time of war, as defined in section 27-150 
103, or (B) person with a qualifying condition, as defined in said 151 
section, who has received a discharge other than bad conduct or 152  Raised Bill No.  7062

dishonorable from active service in the armed forces and who 153 
performed service in time of war, except that for purposes of this 154 
subsection, "service in time of war" shall not include time spent in 155 
attendance at a military service academy, which veteran or person has 156 
been accepted for admission to said institution and is domiciled in this 157 
state at the time such veteran or person is accepted for admission to 158 
said institution, (3) for any resident of the state sixty-two years of age 159 
or older who has been accepted for admission to said institution, 160 
provided (A) such resident is enrolled in a degree-granting program, 161 
or (B) at the end of the regular registration period, there are enrolled in 162 
the course a sufficient number of students other than those residents 163 
eligible for waivers pursuant to this subdivision to offer the course in 164 
which such resident intends to enroll and there is space available in 165 
such course after accommodating all such students, (4) for any active 166 
member of the Connecticut Army or Air National Guard who (A) has 167 
been certified by the Adjutant General or such Adjutant General's 168 
designee as a member in good standing of the guard, and (B) is 169 
enrolled or accepted for admission to said institution on a full-time or 170

waiver under subdivision (1) of this subsection, except that the number 188

accordance with the provisions of this subsection also receives 196

Connecticut. Notwithstanding the provisions of section 10a-30, as used 203 
in this subsection, "domiciled in this state" includes domicile for less 204 
than one year. 205 
Sec. 4. Section 10a-143 of the general statutes is amended by adding 206 
subsections (h) and (i) as follows (Effective July 1, 2019): 207 
(NEW) (h) The Board of Regents for Higher Education shall waive 208 
the payment of course enrollment fees at Charter Oak State College (1) 209 
for any dependent child of a person whom the armed forces of the 210 
United States has declared to be missing in action or to have been a 211 
prisoner of war while serving in such armed forces after January 1, 212 
1960, which child has been accepted for admission to such institution 213 
and is a resident of the state at the time such child is accepted for 214 
admission to such institution, (2) subject to the provisions of 215 
subsection (i) of this section, for any (A) veteran who performed 216 
service in time of war, as defined in section 27-103, or (B) person with a 217 
qualifying condition, as defined in said section, who has received a 218 
discharge other than bad conduct or dishonorable from active service 219 
in the armed forces and who performed service in time of war, except 220 
that for purposes of this subsection, "service in time of war" shall not 221  Raised Bill No.  7062

include time spent in attendance at a military service academy, which 222 
veteran or person has been accepted for admission to such institution 223 
and is domiciled in this state at the time such veteran or person is 224 
accepted for admission to such institution, (3) for any resident of the 225

of students other than those residents eligible for waivers pursuant to 228 
this subdivision to offer the course in which such resident intends to 229

dependent child or surviving spouse of a specified terrorist victim who 245 
was a resident of this state, (8) for any dependent child of a resident of 246 
the state who was killed in a multivehicle crash at or near the 247 
intersection of Routes 44 and 10 and Nod Road in Avon on July 29, 248 
2005, (9) for any resident of the state who is a dependent child or 249 
surviving spouse of a person who was killed in action while 250 
performing active military duty with the armed forces of the United 251 
States on or after September 11, 2001, and who was a resident of this 252 
state, (10) for any resident of the state who is a dependent child of a 253 
veteran entitled to a tuition waiver under subdivision (2) of this 254 
subsection, which dependent child is not also entitled to a tuition 255

tuition waiver shall be calculated by subtracting from eight the 258 
number of semesters such veteran received such tuition waiver, and 259 
(11) for any resident of the state who is a parent whose child was killed 260 
in action or the surviving spouse of a person who was killed in action 261 
while performing active military duty with the armed forces of the 262 
United States. If any person who receives a tuition waiver in 263 
accordance with the provisions of this subsection also receives 264 
educational reimbursement from an employer, such waiver shall be 265 
reduced by the amount of such educational reimbursement. Veterans 266 
and persons described in subdivision (2) of this subsection and 267 
members of the National Guard described in subdivision (5) of this 268 
subsection shall be given the same status as students not receiving 269 
tuition waivers in registering for courses at Charter Oak State College. 270 
As used in this subsection, "domiciled in this state" includes domicile 271 
for less than one year. 272 
(NEW) (i) (1) If any veteran described in subsection (h) of this 273 
section has applied for federal educational assistance under the Post-274 
9/11 Veterans Educational Assistance Act of 2008, the Board of 275 
Regents for Higher Education shall waive the payment of tuition at 276 
Charter Oak State College for such veteran in accordance with 277 
subdivision (2) of this subsection. If any such veteran certifies to said 278 
Board of Regents for Higher Education that such veteran's application 279 
for such federal educational assistance has been denied or withdrawn, 280 
said Board of Regents for Higher Education shall waive the payment 281 
of tuition in accordance with subsection (h) of this section. 282 
(2) (A) For purposes of this subdivision, "veteran tuition benefit" 283 
means the portion of federal educational assistance under the Post-284 
9/11 Veterans Educational Assistance Act of 2008 to be paid to Charter 285 
Oak State College on behalf of a veteran that represents payment for 286 
tuition. Such portion shall be calculated by multiplying (i) the total 287 
amount of such federal educational assistance to be paid to Charter 288 
Oak State College on behalf of such veteran by (ii) an amount obtained 289 
by dividing (I) the actual tuition charged by Charter Oak State College 290  Raised Bill No.  7062

to such veteran by (II) the sum of the actual tuition and fees charged by 291 
Charter Oak State College to such veteran. 292 
(B) Said Board of Regents for Higher Education shall waive the 293 
payment of tuition in excess of the veteran tuition benefit at Charter 294 
Oak State College for such veteran. 295 
This act shall take effect as follows and shall amend the following 
sections:

Sec. 3 July 1, 2019 10a-105(e) 
Sec. 4 July 1, 2019 10a-143 
 
Statement of Purpose:  
To permit the dependent child of a veteran to receive a tuition fee 
waiver when such veteran is entitled to such waiver but has received 
fewer than eight semesters' worth of such waiver, and to permit the 
parent of a child who was killed in action or the surviving spouse of a 
person who was killed in action to receive a tuition fee waiver.
