2121 AN ACT CONCERNING TU ITION WAIVERS AT PUBLIC INSTITUTIONS
2222 OF HIGHER EDUCATION FOR FAMILY MEMBERS O F VETERANS
2323 AND GOLD STAR FAMILY MEMBERS.
2424 Be it enacted by the Senate and House of Representatives in General

2727 Section 1. Subsection (d) of section 10a-77 of the general statutes is 1
2828 repealed and the following is substituted in lieu thereof (Effective July 2
2929 1, 2019): 3
3030 (d) Said board of trustees shall waive the payment of tuition at any 4
3131 of the regional community-technical colleges (1) for any dependent 5
3232 child of a person whom the armed forces of the United States has 6
3333 declared to be missing in action or to have been a prisoner of war 7
3434 while serving in such armed forces after January 1, 1960, which child 8
3535 has been accepted for admission to such institution and is a resident of 9
3636 the state at the time such child is accepted for admission to such 10
3737 institution, (2) subject to the provisions of subsection (e) of this section, 11
3838 for any (A) veteran who performed service in time of war, as defined 12
3939 in section 27-103, or (B) person with a qualifying condition, as defined 13

4646 or dishonorable from active service in the armed forces and who 15
4747 performed service in time of war, except that for purposes of this 16
4848 subsection, "service in time of war" shall not include time spent in 17
4949 attendance at a military service academy, which veteran or person has 18
5050 been accepted for admission to such institution and is domiciled in this 19
5151 state at the time such veteran or person is accepted for admission to 20
5252 such institution, (3) for any resident of the state sixty-two years of age 21
5353 or older, provided, at the end of the regular registration period, there 22
5454 are enrolled in the course a sufficient number of students other than 23
5555 those residents eligible for waivers pursuant to this subdivision to 24
5656 offer the course in which such resident intends to enroll and there is 25
5757 space available in such course after accommodating all such students, 26
5858 (4) for any student attending the Connecticut State Police Academy 27
5959 who is enrolled in a law enforcement program at said academy offered 28
6060 in coordination with a regional community-technical college which 29
6161 accredits courses taken in such program, (5) for any active member of 30
6262 the Connecticut Army or Air National Guard who (A) has been 31
6363 certified by the Adjutant General or such Adjutant General's designee 32
6464 as a member in good standing of the guard, and (B) is enrolled or 33
6565 accepted for admission to such institution on a full-time or part-time 34
6666 basis in an undergraduate degree-granting program, (6) for any 35
6767 dependent child of a (A) police officer, as defined in section 7-294a, or 36
6868 supernumerary or auxiliary police officer, (B) firefighter, as defined in 37
6969 section 7-323j, or member of a volunteer fire company, (C) municipal 38
7070 employee, or (D) state employee, as defined in section 5-154, killed in 39
7171 the line of duty, (7) for any resident of the state who is a dependent 40
7272 child or surviving spouse of a specified terrorist victim who was a 41
7373 resident of this state, (8) for any dependent child of a resident of the 42
7474 state who was killed in a multivehicle crash at or near the intersection 43
7575 of Routes 44 and 10 and Nod Road in Avon on July 29, 2005, [and] (9) 44
7676 for any resident of the state who is a dependent child or surviving 45
7777 spouse of a person who was killed in action while performing active 46
7878 military duty with the armed forces of the United States on or after 47
7979 September 11, 2001, and who was a resident of this state, (10) for any 48

8686 tuition waiver under subdivision (2) of this subsection, which 50
8787 dependent child is not also entitled to a tuition waiver under 51
8888 subdivision (1) of this section, except that the number of semesters for 52
8989 which such dependent child may receive any such tuition waiver shall 53
9090 be calculated by subtracting from eight the number of semesters such 54
9191 veteran received such tuition waiver, and (11) for any resident of the 55
9292 state who is a parent whose child was killed in action or the surviving 56
9393 spouse of a person who was killed in action while performing active 57
9494 military duty with the armed forces of the United States. If any person 58
9595 who receives a tuition waiver in accordance with the provisions of this 59
9696 subsection also receives educational reimbursement from an employer, 60
9797 such waiver shall be reduced by the amount of such educational 61
9898 reimbursement. Veterans and persons described in subdivision (2) of 62
9999 this subsection and members of the National Guard described in 63
100100 subdivision (5) of this subsection shall be given the same status as 64
101101 students not receiving tuition waivers in registering for courses at 65
102102 regional community-technical colleges. Notwithstanding the 66
103103 provisions of section 10a-30, as used in this subsection, "domiciled in 67
104104 this state" includes domicile for less than one year. 68
105105 Sec. 2. Subsection (d) of section 10a-99 of the general statutes is 69
106106 repealed and the following is substituted in lieu thereof (Effective July 70

189189 The University of Connecticut (1) for any dependent child of a person 143
190190 whom the armed forces of the United States has declared to be missing 144
191191 in action or to have been a prisoner of war while serving in such armed 145
192192 forces after January 1, 1960, which child has been accepted for 146
193193 admission to The University of Connecticut and is a resident of the 147
194194 state at the time such child is accepted for admission to said institution, 148
195195 (2) subject to the provisions of subsection (f) of this section, for any (A) 149
196196 veteran who performed service in time of war, as defined in section 27-150
197197 103, or (B) person with a qualifying condition, as defined in said 151

259259 Connecticut. Notwithstanding the provisions of section 10a-30, as used 203
260260 in this subsection, "domiciled in this state" includes domicile for less 204

262262 Sec. 4. Section 10a-143 of the general statutes is amended by adding 206
263263 subsections (h) and (i) as follows (Effective July 1, 2019): 207
264264 (NEW) (h) The Board of Regents for Higher Education shall waive 208
265265 the payment of course enrollment fees at Charter Oak State College (1) 209
266266 for any dependent child of a person whom the armed forces of the 210
267267 United States has declared to be missing in action or to have been a 211
268268 prisoner of war while serving in such armed forces after January 1, 212
269269 1960, which child has been accepted for admission to such institution 213
270270 and is a resident of the state at the time such child is accepted for 214
271271 admission to such institution, (2) subject to the provisions of 215
272272 subsection (i) of this section, for any (A) veteran who performed 216
273273 service in time of war, as defined in section 27-103, or (B) person with a 217
274274 qualifying condition, as defined in said section, who has received a 218
275275 discharge other than bad conduct or dishonorable from active service 219
276276 in the armed forces and who performed service in time of war, except 220

306306 dependent child or surviving spouse of a specified terrorist victim who 245
307307 was a resident of this state, (8) for any dependent child of a resident of 246
308308 the state who was killed in a multivehicle crash at or near the 247
309309 intersection of Routes 44 and 10 and Nod Road in Avon on July 29, 248
310310 2005, (9) for any resident of the state who is a dependent child or 249
311311 surviving spouse of a person who was killed in action while 250

326326 (11) for any resident of the state who is a parent whose child was killed 260
327327 in action or the surviving spouse of a person who was killed in action 261
328328 while performing active military duty with the armed forces of the 262
329329 United States. If any person who receives a tuition waiver in 263
330330 accordance with the provisions of this subsection also receives 264
331331 educational reimbursement from an employer, such waiver shall be 265
332332 reduced by the amount of such educational reimbursement. Veterans 266
333333 and persons described in subdivision (2) of this subsection and 267
334334 members of the National Guard described in subdivision (5) of this 268
335335 subsection shall be given the same status as students not receiving 269
336336 tuition waivers in registering for courses at Charter Oak State College. 270
337337 As used in this subsection, "domiciled in this state" includes domicile 271
338338 for less than one year. 272
339339 (NEW) (i) (1) If any veteran described in subsection (h) of this 273
340340 section has applied for federal educational assistance under the Post-274
341341 9/11 Veterans Educational Assistance Act of 2008, the Board of 275
342342 Regents for Higher Education shall waive the payment of tuition at 276
343343 Charter Oak State College for such veteran in accordance with 277
344344 subdivision (2) of this subsection. If any such veteran certifies to said 278
345345 Board of Regents for Higher Education that such veteran's application 279
346346 for such federal educational assistance has been denied or withdrawn, 280
347347 said Board of Regents for Higher Education shall waive the payment 281
348348 of tuition in accordance with subsection (h) of this section. 282
349349 (2) (A) For purposes of this subdivision, "veteran tuition benefit" 283
350350 means the portion of federal educational assistance under the Post-284
351351 9/11 Veterans Educational Assistance Act of 2008 to be paid to Charter 285
352352 Oak State College on behalf of a veteran that represents payment for 286
353353 tuition. Such portion shall be calculated by multiplying (i) the total 287
354354 amount of such federal educational assistance to be paid to Charter 288
355355 Oak State College on behalf of such veteran by (ii) an amount obtained 289
356356 by dividing (I) the actual tuition charged by Charter Oak State College 290 Raised Bill No. 7062

362362 to such veteran by (II) the sum of the actual tuition and fees charged by 291
363363 Charter Oak State College to such veteran. 292
364364 (B) Said Board of Regents for Higher Education shall waive the 293
365365 payment of tuition in excess of the veteran tuition benefit at Charter 294
366366 Oak State College for such veteran. 295
367367 This act shall take effect as follows and shall amend the following

376376 To permit the dependent child of a veteran to receive a tuition fee
377377 waiver when such veteran is entitled to such waiver but has received
378378 fewer than eight semesters' worth of such waiver, and to permit the
379379 parent of a child who was killed in action or the surviving spouse of a
380380 person who was killed in action to receive a tuition fee waiver.
