2423 Be it enacted by the Senate and House of Representatives in General

2726 Section 1. Subdivision (1) of subsection (b) of section 2-111 of the 1
2827 general statutes is repealed and the following is substituted in lieu 2

43+(a) There shall be a Child Poverty and Prevention Council consisting 13
4644 of the following members or their designees: The Secretary of the 14
4745 Office of Policy and Management, the president pro tempore of the 15
4846 Senate, the speaker of the House of Representatives, the minority 16
4947 leader of the Senate and the minority leader of the House of 17
5048 Representatives, the Commissioners of Children and Families, Social 18
5149 Services, Correction, Developmental Services, Mental Health and 19
5250 Addiction Services, Transportation, Public Health, Education, 20
5351 Housing, Agriculture and Economic and Community Development, 21
5452 the Labor Commissioner, the Chief Court Administrator, the 22
5553 chairperson of the Board of Regents for Higher Education, the Child 23
5654 Advocate [,] and the executive directors of the Office of Early 24
5755 Childhood, [and] the Commission on Human Rights and 25
5856 Opportunities and the [executive director of the] Commission on 26
5957 Women, Children and Seniors. [or a designee.] The Secretary of the 27
6058 Office of Policy and Management, or the secretary's designee, shall be 28
6159 the chairperson of the council. The council shall (1) develop and 29
6260 promote the implementation of a ten-year plan, to begin June 8, 2004, 30
6361 to reduce the number of children living in poverty in the state by fifty 31
6462 per cent, and (2) within available appropriations, establish prevention 32
6563 goals and recommendations and measure prevention service outcomes 33
6664 in accordance with this section in order to promote the health and 34
6765 well-being of children and families. 35
6866 Sec. 3. Subsection (a) of section 9-368c of the general statutes is 36
6967 repealed and the following is substituted in lieu thereof (Effective from 37

7169 (a) No person shall intentionally misrepresent the contents of a 39

7371 Sec. 4. Subdivision (9) of subsection (c) of section 17b-28 of the 41

8481 Sec. 5. Subdivision (1) of subsection (a) of section 21a-7 of the 46
8582 general statutes is repealed and the following is substituted in lieu 47
8683 thereof (Effective from passage): 48
8784 (1) Each board or commission shall exercise its statutory functions, 49
8885 including licensing, certification, registration, accreditation of schools 50
8986 and the rendering of findings, orders and adjudications. With the 51
9087 exception of the Liquor Control Commission, any exercise of such 52
9188 functions by such a board or commission that is adverse to a party 53
9289 shall be a proposed final decision and subject to approval, 54
9390 modification or rejection by the commissioner. 55
9491 Sec. 6. Subsection (b) of section 21a-7 of the general statutes is 56
9592 repealed and the following is substituted in lieu thereof (Effective from 57
9693 passage): 58
9794 (b) With the exception of the Liquor Control Commission, each 59
9895 board or commission within the Department of Consumer Protection 60
9996 under section 21a-6 that makes a proposed final decision that is 61
10097 adverse to a party as described in subdivision (1) of subsection (a) of 62
10198 this section, shall submit such proposed final decision to the 63
10299 Commissioner of Consumer Protection. Not later than thirty calendar 64
103100 days after receipt of any such proposed final decision, the 65
104101 Commissioner of Consumer Protection shall notify such board or 66
105102 commission that the commissioner shall render the final decision 67
106103 concerning such matter. Not later than thirty days after receipt of any 68
107104 such proposed final decision, the commissioner shall approve, modify 69
108105 or reject the proposed final decision or remand the proposed final 70
109106 decision for further review or for the taking of additional evidence. 71
110107 The commissioner shall notify the board or commission in writing of 72
111108 the commissioner's decision and include in such notification the 73
112109 rationale for such decision. The decision of the commissioner shall be 74
113110 the final decision in accordance with section 4-180 for purposes of 75
114-reconsideration in accordance with section 4-181a or appeal to the 76

122118 Sec. 7. Subsection (b) of section 32-58b of the general statutes is 78
123119 repealed and the following is substituted in lieu thereof (Effective from 79

125121 (b) The Governor, in consultation with the Commissioner of 81
126122 Economic and Community Development, shall appoint an executive 82
127123 director, in accordance with the provisions of sections 4-5 to 4-8, 83
128124 inclusive, to manage the daily activities and duties of the Office of 84
129125 Military Affairs. The executive director shall have the necessary 85
130126 qualifications to perform the duties of said office, including, but not 86
131127 limited to, having prior military experience, and having attained the 87
132128 rank of a field grade or senior officer within a branch of the armed 88
133129 forces. The Governor shall give preference to any person with the 89
134130 necessary training and experience who has served in the Navy or who 90
135131 has knowledge or prior experience with the federal Base Realignment 91
136132 and Closure or "BRAC" process. Within available appropriations, the 92
137133 executive director shall: (1) Appoint, employ and remove such 93
138134 assistants, employees and personnel as deemed necessary for the 94
139135 efficient and effective administration of the activities of the office; (2) 95
140136 coordinate state and local efforts to prevent the closure or downsizing 96
141137 of Connecticut military facilities, particularly United States Naval 97
142138 Submarine Base-New London, located in Groton; (3) maximize the 98
143139 state's input into the federal Base Realignment and Closure or "BRAC" 99
144140 process, including, but not limited to, (A) acting as liaison to the state's 100
145141 congressional delegation on defense, military and BRAC issues, and 101
146142 (B) coordinating the activities of consultants hired by the state to assist 102
147143 in monitoring activities related to BRAC; (4) encourage the relocation 103
148144 of military missions to the state; (5) coordinate state and local efforts to 104
149145 enhance the quality of life of all branches of military personnel 105
150146 stationed in or deploying from Connecticut and their families living or 106
151147 working in Connecticut; (6) review and make recommendations for 107
152148 state policies that affect Connecticut's military facilities and defense 108
153149 and homeland security industries; (7) coordinate state, regional and 109
154-local efforts to encourage the growth of Connecticut's defense and 110
155-homeland security industry; (8) serve as an advocate for service 111 Raised Bill No. 7085

166161 defense and homeland security firms; and (11) prepare and submit a 116
167162 report of activities, findings and recommendations annually to the 117
168163 Governor and the joint standing committees of the General Assembly 118
