2021 AN ACT CONCERNING TH E FUNDING AND EXPANSION OF
2122 CERTAIN ADVANCED MAN UFACTURING CERTIFICA TE PROGRAMS.
2223 Be it enacted by the Senate and House of Representatives in General

2526 Section 1. (NEW) (Effective July 1, 2019) (a) As used in this section 1
2627 and sections 2 and 3 of this act: 2
2728 (1) "Public institution of higher education" means the institutions of 3
2829 higher education identified in subdivision (2) of section 10a-1 of the 4
2930 general statutes; 5
3031 (2) "Qualifying advanced manufacturing certificate program" means 6
3132 a for-credit or noncredit sub-baccalaureate advanced manufacturing 7
3233 certificate program offered by a public institution of higher education 8
3334 in which at least seventy-five per cent of the graduates of such 9
3435 certificate program are employed in a field requiring such certificate in 10
3536 the year following such students' graduation; and 11
3637 (3) "Student cohort" has the same meaning as provided in section 12
37-10a-57a of the general statutes. 13

44+(b) The Board of Regents for Higher Education shall establish a 14
4545 program to provide supplemental funding grants to public institutions 15
4646 of higher education for the support or expansion of qualifying 16
4747 advanced manufacturing certificate programs offered by such 17
4848 institutions. Such program shall be administered in accordance with 18
4949 the provisions of this section and sections 2 and 3 of this act. 19
5050 (c) A public institution of higher education may submit an 20
5151 application to the Board of Regents for Higher Education for a 21
5252 supplemental funding grant under this section for each qualifying 22
5353 advanced manufacturing certificate program offered by such 23
5454 institution. An application shall be made at such time and in such 24
5555 manner as the board prescribes. An application shall include, but need 25
5656 not be limited to, documentation substantiating the employment rate 26
5757 in the prior fiscal year of the graduates of the qualifying advanced 27
5858 manufacturing certificate program in a field requiring such certificate 28
5959 and an explanation of how the institution will use the supplemental 29
6060 funding grant to support or expand the qualifying advanced 30
6161 manufacturing certificate program. An institution that receives a 31
6262 supplemental funding grant under this section shall use such grant for 32
6363 the purpose of supporting or expanding the qualifying advanced 33
6464 manufacturing certificate program. 34
6565 (d) Not later than July 1, 2020, and annually thereafter, the Board of 35
6666 Regents for Higher Education shall submit a request to the Department 36
6767 of Revenue Services to segregate, in accordance with the provisions of 37
6868 section 2 of this act, fifty per cent of the average income tax liability of 38
6969 the preceding two student cohorts who graduate from qualifying 39
7070 advanced manufacturing certificate programs and are employed in a 40
7171 field requiring such certificate. To assist the Department of Revenue 41
7272 Services in calculating the amount of income tax liability to be 42
7373 segregated, the board shall provide the department with the following 43
7474 data: (1) The average annual salary in the prior fiscal year for the 44
7575 preceding two student cohorts who graduate from qualifying 45
7676 advanced manufacturing certificate programs, which shall be based on 46
7777 available Labor Department statistics of the average salary for 47 Raised Bill No. 7089

8483 occupations requiring such certificate, and (2) the total number of 48
8584 graduates of the qualifying advanced manufacturing certificate 49
8685 programs in the prior fiscal year who are employed in a field requiring 50
8786 such certificate. 51
8887 (e) Not later than March 1, 2021, and annually thereafter, the Board 52
8988 of Regents for Higher Education shall submit a report, in accordance 53
9089 with the provisions of section 11-4a of the general statutes, to the joint 54
9190 standing committee of the General Assembly having cognizance of 55
9291 matters relating to higher education and employment advancement 56
9392 regarding the supplemental funding grant program for qualifying 57
9493 advanced manufacturing certificate programs. Such report shall 58
9594 include, but need not be limited to, the amount of funds deposited in 59
9695 the advanced manufacturing certificate programs account established 60
9796 pursuant to section 3 of this act, the graduation and salary data 61
9897 described in subsection (d) of this section, the manner in which public 62
9998 institutions of higher education have expended supplemental funding 63
10099 grants and any recommendations for expansion of the supplemental 64
101100 funding grant program. 65
102101 (f) The Board of Regents for Higher Education may accept private 66
103102 donations for the purposes of carrying out the provisions of this 67
104103 section. Any private donations accepted by the board shall be 68
105104 deposited in the advanced manufacturing certificate programs 69
106105 account, established pursuant to section 3 of this act. 70
107106 Sec. 2. (NEW) (Effective July 1, 2019) For purposes of the 71
108107 supplemental funding grant program for qualifying advanced 72
109108 manufacturing certificate programs established pursuant to section 1 73
110109 of this act, for the taxable year commencing on or after January 1, 2020, 74
111110 and each taxable year thereafter, the Commissioner of Revenue 75
112111 Services shall use the qualifying advanced manufacturing certificate 76
113112 programs data provided by the Board of Regents for Higher Education 77
114113 pursuant to subsection (d) of section 1 of this act to calculate and 78
115114 segregate an amount equal to fifty per cent of the average annual 79
116115 income tax liability of the preceding two student cohorts who graduate 80 Raised Bill No. 7089

123121 from qualifying advanced manufacturing certificate programs 81
124122 multiplied by the total number of graduates of the qualifying 82
125123 advanced manufacturing certificate programs in the prior fiscal year 83
126124 who are employed in a field requiring such certificate. The 84
127125 commissioner shall annually deposit such segregated funds into the 85
128126 advanced manufacturing certificate programs account established 86
129127 pursuant to section 3 of this act. 87
130128 Sec. 3. (NEW) (Effective July 1, 2019) There is established an 88
131129 advanced manufacturing certificate programs account which shall be a 89
132130 separate, nonlapsing account within the General Fund. Funds 90
133131 segregated by the Commissioner of Revenue Services pursuant to 91
134132 section 2 of this act and any private donations accepted pursuant to 92
135133 subsection (f) of section 1 of this act shall be deposited in the account. 93
136134 The moneys in said account shall be expended by the Board of Regents 94
137135 for Higher Education for the purpose of providing supplemental 95
138136 funding grants to public institutions of higher education that offer 96
139137 qualifying advanced manufacturing certificate programs pursuant to 97
140138 section 1 of this act. The State Treasurer shall invest the proceeds of the 98
141139 account. Investment earnings, after paying any costs incurred by the 99
142140 State Treasurer in administering the account, shall be credited to the 100
143141 General Fund. On or before September 1, 20 20, and annually 101
144142 thereafter, the State Treasurer shall notify said board of the total 102
145143 amount deposited in the account. 103
