1818 AN ACT CONCERNING VI RTUAL NET METERING.
1919 Be it enacted by the Senate and House of Representatives in General

2222 Section 1. Subsection (e) of section 16-244u of the general statutes is 1
2323 repealed and the following is substituted in lieu thereof (Effective 2
2424 October 1, 2019): 3
2525 (e) (1) On or before October 1, 2013, the Public Utilities Regulatory 4
2626 Authority shall conduct a proceeding to develop the administrative 5
2727 processes and program specifications, including, but not limited to, a 6
2828 cap of [ten] twenty million dollars per year apportioned to each electric 7
2929 distribution company based on consumer load, for credits provided to 8
3030 beneficial accounts pursuant to subsection (b) of this section and 9
3131 payments made pursuant to subsection (c) of this section, provided the 10
3232 municipal, state and agricultural customer hosts, each in the aggregate, 11
3333 and the designated beneficial accounts of such customer hosts, shall 12
3434 receive not more than forty per cent of the dollar amount established 13
3535 pursuant to this subdivision. 14
3636 (2) In addition to the provisions of subdivision (1) of this subsection, 15

4343 customer hosts, apportioned to each electric distribution company 17
4444 based on consumer load, for credits provided to beneficial accounts 18
4545 pursuant to subsection (b) of this section and payments made pursuant 19
4646 to subsection (c) of this section where such municipal customer hosts 20
4747 have: (A) Submitted an interconnection application to an electric 21
4848 distribution company on or before April 13, 2016, and (B) submitted a 22
4949 virtual net metering application to an electric distribution company on 23
5050 or before April 13, 2016. 24
5151 (3) In addition to the provisions of subdivisions (1) and (2) of this 25
5252 subsection, the authority shall authorize, apportioned to each electric 26
5353 distribution company based on consumer load for credits provided to 27
5454 beneficial accounts pursuant to subsection (b) of this section and 28
5555 payments made pursuant to subsection (c) of this section three million 29
5656 dollars per year for agricultural customer hosts, provided each 30
5757 agricultural customer host utilizes a virtual net metering facility that is 31
5858 an anaerobic digestion Class I renewable energy source and not less 32
5959 than fifty per cent of the dollar amount for such agricultural customer 33
6060 hosts established under this subparagraph is utilized by anaerobic 34
6161 digestion facilities located on dairy farms that complement such farms' 35
6262 nutrient management plans, as certified by the Department of 36
6363 Agriculture, and that have a goal of utilizing one hundred per cent of 37
6464 the manure generated on such farm. 38
6565 This act shall take effect as follows and shall amend the following
