18	18	AN ACT CONCERNING VI RTUAL NET METERING.
19	19	Be it enacted by the Senate and House of Representatives in General
20	20	Assembly convened:

22	22	Section 1. Subsection (e) of section 16-244u of the general statutes is 1
23	23	repealed and the following is substituted in lieu thereof (Effective 2
24	24	October 1, 2019): 3
25	25	(e) (1) On or before October 1, 2013, the Public Utilities Regulatory 4
26	26	Authority shall conduct a proceeding to develop the administrative 5
27	27	processes and program specifications, including, but not limited to, a 6
28	28	cap of [ten] twenty million dollars per year apportioned to each electric 7
29	29	distribution company based on consumer load, for credits provided to 8
30	30	beneficial accounts pursuant to subsection (b) of this section and 9
31	31	payments made pursuant to subsection (c) of this section, provided the 10
32	32	municipal, state and agricultural customer hosts, each in the aggregate, 11
33	33	and the designated beneficial accounts of such customer hosts, shall 12
34	34	receive not more than forty per cent of the dollar amount established 13
35	35	pursuant to this subdivision. 14
36	36	(2) In addition to the provisions of subdivision (1) of this subsection, 15
37	37	the authority shall authorize six million dollars per year for municipal 16 Raised Bill No. 7115

43	43	customer hosts, apportioned to each electric distribution company 17
44	44	based on consumer load, for credits provided to beneficial accounts 18
45	45	pursuant to subsection (b) of this section and payments made pursuant 19
46	46	to subsection (c) of this section where such municipal customer hosts 20
47	47	have: (A) Submitted an interconnection application to an electric 21
48	48	distribution company on or before April 13, 2016, and (B) submitted a 22
49	49	virtual net metering application to an electric distribution company on 23
50	50	or before April 13, 2016. 24
51	51	(3) In addition to the provisions of subdivisions (1) and (2) of this 25
52	52	subsection, the authority shall authorize, apportioned to each electric 26
53	53	distribution company based on consumer load for credits provided to 27
54	54	beneficial accounts pursuant to subsection (b) of this section and 28
55	55	payments made pursuant to subsection (c) of this section three million 29
56	56	dollars per year for agricultural customer hosts, provided each 30
57	57	agricultural customer host utilizes a virtual net metering facility that is 31
58	58	an anaerobic digestion Class I renewable energy source and not less 32
59	59	than fifty per cent of the dollar amount for such agricultural customer 33
60	60	hosts established under this subparagraph is utilized by anaerobic 34
61	61	digestion facilities located on dairy farms that complement such farms' 35
62	62	nutrient management plans, as certified by the Department of 36
63	63	Agriculture, and that have a goal of utilizing one hundred per cent of 37
64	64	the manure generated on such farm. 38
65	65	This act shall take effect as follows and shall amend the following
