LCO No. 4005 1 of 2 General Assembly Raised Bill No. 7122 January Session, 2019 LCO No. 4005 Referred to Committee on HUMAN SERVICES Introduced by: (HS) AN ACT CONCERNING MO BILE DENTAL CLINICS. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective from passage) (a) For purposes of this 1 section, (1) "mobile dental clinic" means preventative or restorative 2 dental services offered by a licensed dentist or dental hygienist from a 3 van or through the use of portable equipment at various locations, and 4 (2) "fixed location" means the permanent office of a licensed dentist 5 who contracts with a mobile dental clinic and (A) is enrolled as a 6 Medicaid provider; (B) maintains the diagnostic imaging, tests and 7 charts of patients treated by the mobile dental clinic; and (C) accepts 8 and treats patients from the mobile dental clinic. 9 (b) A mobile dental clinic may submit claims for Medicaid 10 reimbursement to the Department of Social Services for dental 11 treatment of Medicaid beneficiaries that occurred not more than fifty 12 miles from the dentist's fixed location. 13 (c) The Commissioner of Social Services shall adopt regulations to 14 implement the provisions of this section. The commissioner may adopt 15 Raised Bill No. 7122 LCO No. 4005 2 of 2 policies and procedures to implement the provisions of this section 16 while in the process of adopting regulations, provided such policies 17 and procedures are published on the eRegulations System before such 18 policies and procedures are implemented. 19 This act shall take effect as follows and shall amend the following sections: Section 1 from passage New section Statement of Purpose: To allow a mobile dental clinic to submit claims for Medicaid reimbursement for services not more than fifty miles from the fixed dental location associated with the clinic.
