1919 AN ACT CONCERNING RE NEWAL APPLICATIONS FOR THE
2020 SUPPLEMENTAL NUTRITI ON ASSISTANCE PROGRA M.
2121 Be it enacted by the Senate and House of Representatives in General

2424 Section 1. Section 17b-105c of the general statutes is repealed and 1
2525 the following is substituted in lieu thereof (Effective July 1, 2019): 2
2626 (a) The Commissioner of Social Services, in accordance with federal 3
2727 law, may implement policy to simplify program administration and 4
2828 increase payment accuracy in the supplemental nutrition assistance 5
2929 program, while in the process of adopting such policy as regulation, 6
3030 provided notice of such policy is published in the [Connecticut Law 7
3131 Journal within twenty days of implementation] eRegulations System 8
3232 prior to adopting the policy. 9
3333 (b) The commissioner shall not require a telephone or in-person 10
3434 interview of a beneficiary more than once annually for renewal of 11
3535 supplemental nutrition assistance program benefits and shall not 12
3636 terminate benefits for any beneficiary who attempted to reach the 13

4343 was not interviewed despite waiting at least sixty minutes for a 15

5050 Statement of Purpose:
5151 To require that the Department of Social Services not require telephone
5252 or in-person interviews to renew eligibility for supplemental
5353 nutritional assistance more than once annually and to prevent the
5454 department from penalizing persons who attempt to renew eligibility
5555 by telephone but are unable to reach a department staff member
5656 within sixty minutes.
