LCO No. 4220 1 of 2 General Assembly Raised Bill No. 7231 January Session, 2019 LCO No. 4220 Referred to Committee on HUMAN SERVICES Introduced by: (HS) AN ACT EXPANDING THE ADULT FAMILY LIVING-FOSTER CARE PROGRAM TO PERSONS W ITH INTELLECTUAL DISABILITIES. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective July 1, 2019) (a) For purposes of this 1 section, (1) "Adult Family Living-Foster Care" means a program by 2 which a participant in the Connecticut home-care program for the 3 elderly or the personal care attendant Medicaid waiver program 4 receives personal care and support services from a principal caregiver 5 who (A) lives with such participant in a private home, and (B) receives 6 a stipend for the provision of such services, and (2) "eligible person 7 with intellectual disabilities" means a Medicaid-eligible person 8 eighteen to sixty-four years of age with intellectual disabilities that 9 hinder two activities of daily living, including, but not limited to, 10 dressing, eating and bathing. 11 (b) The Commissioner of Social Services, in consultation with the 12 Commissioner of Developmental Services, shall expand the Adult 13 Family Living-Foster Care program to include certain persons with 14 intellectual disabilities. 15 Raised Bill No. 7231 LCO No. 4220 2 of 2 (c) The Commissioner of Social Services shall adopt regulations to 16 implement the provisions of this section, including, but not limited to, 17 requirements for training and oversight of caregivers, levels of care to 18 be provided, and stipends caregivers will receive per level of care. The 19 commissioner may implement policies and procedures in advance of 20 regulations, provided such policies and procedures are published on 21 the eRegulations System Internet web site not less than twenty days 22 before such implementation. 23 This act shall take effect as follows and shall amend the following sections: Section 1 July 1, 2019 New section Statement of Purpose: To expand a foster care program currently being offered to elderly persons and persons with certain disabilities to persons with intellectual disabilities.
