1414 AN ACT CONCERNING PO LICE OFFICERS AT INDEPENDENT
1515 INSTITUTIONS OF HIGHER EDUCATION.
1616 Be it enacted by the Senate and House of Representatives in General
1717 Assembly convened:

1919 Section 1. Section 29-19 of the general statutes is repealed and the 1
2020 following is substituted in lieu thereof (Effective October 1, 2019): 2
2121 (a) The Commissioner of Emergency Services and Public Protection 3
2222 may, upon the application of any electric distribution, gas, telephone 4
2323 or water company owning, leasing, maintaining, managing or 5
2424 controlling any property, plant or equipment in this state, commission, 6
2525 during the commissioner's pleasure, one or more persons designated 7
2626 by such company who, having been sworn, may act at the expense of 8
2727 such company as police officers upon the premises used or occupied 9
2828 by such company in its business, or upon any highway adjacent to 10
2929 such premises, for the proper protection of such plant or property, and 11
3030 each police officer so appointed may arrest and take before some 12
3131 proper authority any person in the police officer's precinct for any 13
3232 offense committed therein. The commissioner may exercise such 14
3333 supervision and direction over any police officer appointed as herein 15
3434 provided as the commissioner deems necessary. When any such 16
3535 commission is issued or revoked, the commissioner shall notify the 17
3636 clerk of the superior court for each judicial district in which it is 18

4444 (b) The commissioner may, upon the application of any railroad, 20
4545 express company or steamboat company, engaged in the business of 21
4646 transportation in this state, or upon the application of any corporation 22
4747 owning or having control of the roads in any private residence park, or 23
4848 upon the application of the Connecticut Airport Authority, 24
4949 commission, during the commissioner's pleasure, one or more persons 25
5050 designated by such company or by such corporation, or one person 26
5151 designated by such authority, who, having been sworn, may act, at the 27
5252 expense of such company, corporation or authority, as a police officer 28
5353 or police officers, as the case may be, upon the premises used by such 29
5454 company or authority in its business, or upon its cars, vessels or 30
5555 airplanes, or upon the roads and land owned by or under the control 31
5656 of such corporation or authority, and each police officer so appointed 32
5757 may arrest and take before some proper authority any person in the 33
5858 police officer's precinct for any offense committed therein. When any 34
5959 such commission is issued or revoked, the commissioner shall notify 35
6060 the clerk of the superior court for each judicial district in which it is 36
6161 intended that such police officer shall act. Each such police officer 37
6262 shall, when on duty, wear in plain view a shield bearing the words 38
6363 "railroad police", "steamboat police", "express company police" or 39
6464 "special police", as the case may be, and the name of the company, 40
6565 corporation or authority for which the police officer is commissioned. 41
6666 (c) (1) The commissioner may, upon the application of any 42
6767 independent institution of higher education, as defined in section 10a-43
6868 173, owning, leasing, maintaining, managing or controlling any 44
6969 property in this state, commission, during the commissioner's 45
7070 pleasure, one or more persons who are certified pursuant to section 7-46
7171 294d and designated by such institution. Having been sworn, such 47
7272 person or persons may act, at the expense of such institution, as a 48
7373 police officer or police officers, as the case may be, within a law 49
7474 enforcement unit of the institution upon the premises used by such 50
7575 institution in its activities. Each police officer so appointed may arrest 51
7676 and take before some proper authority any person in the police 52

8484 enforcement unit of the institution shall enter into a memorandum of 54
8585 understanding with a municipality having authority or control over 55
8686 any highway adjacent to such premises regarding the authority of such 56
8787 appointed police officers on such adjacent highway. Such police 57
8888 officers and unit shall comply with standards and practices adopted by 58
8989 the Police Officer Standards and Training Council pursuant to sections 59
9090 7-294a to 7-294e, inclusive, regarding police officers and law 60
9191 enforcement units. 61
9292 (2) The commissioner may exercise such supervision and direction 62
9393 over any police officer appointed as provided in this subsection as the 63
9494 commissioner deems necessary. When any such commission is issued 64
9595 or revoked, the commissioner shall notify the clerk of the superior 65
9696 court for each judicial district in which it is intended that such police 66
9797 officer shall act or cease to act. 67
9898 This act shall take effect as follows and shall amend the following
