20	19		AN ACT ESTABLISHING A TASK FORCE TO STUDY HEALTH
21	20		INSURANCE.
22	21		Be it enacted by the Senate and House of Representatives in General
23	22		Assembly convened:

25	24		Section 1. (Effective from passage) (a) There is established a task force 1
26	25		to study health insurance. 2
27	26		(b) The task force shall consist of the following members: 3
28	27		(1) Two appointed by the speaker of the House of Representatives, 4
29	28		both of whom have expertise in health insurance; 5
30	29		(2) Two appointed by the president pro tempore of the Senate; 6
31	30		(3) One appointed by the majority leader of the House of 7
32	31		Representatives; 8
33	32		(4) One appointed by the majority leader of the Senate; 9
34	33		(5) One appointed by the minority leader of the House of 10

	40	+	(6) One appointed by the minority leader of the Senate; 12
43	41		(7) The Insurance Commissioner, or the commissioner's designee; 13

45	43		(8) Two persons appointed by the Governor. 15
46	44		(c) Any member of the task force appointed under subdivision (1), 16
47	45		(2), (3), (4), (5) or (6) of subsection (b) of this section may be a member 17
48	46		of the General Assembly. 18
49	47		(d) All appointments to the task force shall be made not later than 19
50	48		thirty days after the effective date of this section. Any vacancy shall be 20
51	49		filled by the appointing authority. 21
52	50		(e) The speaker of the House of Representatives and the president 22
53	51		pro tempore of the Senate shall select the chairpersons of the task force 23
54	52		from among the members of the task force. Such chairpersons shall 24
55	53		schedule the first meeting of the task force, which shall be held not 25
56	54		later than sixty days after the effective date of this section. 26
57	55		(f) The administrative staff of the joint standing committee of the 27
58	56		General Assembly having cognizance of matters relating to insurance 28
59	57		shall serve as administrative staff of the task force. 29
60	58		(g) Not later than January 1, 2020, the task force shall submit a 30
61	59		report on its findings and recommendations to the joint standing 31
62	60		committee of the General Assembly having cognizance of matters 32
63	61		relating to insurance, in accordance with the provisions of section 11-33
64	62		4a of the general statutes. The task force shall terminate on the date 34
65	63		that it submits such report or January 1, 2020, whichever is later. 35
66	64		This act shall take effect as follows and shall amend the following
