2019 AN ACT ESTABLISHING A TASK FORCE TO STUDY HEALTH

2221 Be it enacted by the Senate and House of Representatives in General
2322 Assembly convened:

2524 Section 1. (Effective from passage) (a) There is established a task force 1
2625 to study health insurance. 2
2726 (b) The task force shall consist of the following members: 3
2827 (1) Two appointed by the speaker of the House of Representatives, 4
2928 both of whom have expertise in health insurance; 5
3029 (2) Two appointed by the president pro tempore of the Senate; 6
3130 (3) One appointed by the majority leader of the House of 7
3231 Representatives; 8
3332 (4) One appointed by the majority leader of the Senate; 9
3433 (5) One appointed by the minority leader of the House of 10

40+(6) One appointed by the minority leader of the Senate; 12
4341 (7) The Insurance Commissioner, or the commissioner's designee; 13

4543 (8) Two persons appointed by the Governor. 15
4644 (c) Any member of the task force appointed under subdivision (1), 16
4745 (2), (3), (4), (5) or (6) of subsection (b) of this section may be a member 17
4846 of the General Assembly. 18
4947 (d) All appointments to the task force shall be made not later than 19
5048 thirty days after the effective date of this section. Any vacancy shall be 20
5149 filled by the appointing authority. 21
5250 (e) The speaker of the House of Representatives and the president 22
5351 pro tempore of the Senate shall select the chairpersons of the task force 23
5452 from among the members of the task force. Such chairpersons shall 24
5553 schedule the first meeting of the task force, which shall be held not 25
5654 later than sixty days after the effective date of this section. 26
5755 (f) The administrative staff of the joint standing committee of the 27
5856 General Assembly having cognizance of matters relating to insurance 28
5957 shall serve as administrative staff of the task force. 29
6058 (g) Not later than January 1, 2020, the task force shall submit a 30
6159 report on its findings and recommendations to the joint standing 31
6260 committee of the General Assembly having cognizance of matters 32
6361 relating to insurance, in accordance with the provisions of section 11-33
6462 4a of the general statutes. The task force shall terminate on the date 34
6563 that it submits such report or January 1, 2020, whichever is later. 35
