2020 AN ACT ESTABLISHING A TASK FORCE TO STUDY THE LICENSED
2121 BUILDING TRADE EXAMI NING BOARDS.
2222 Be it enacted by the Senate and House of Representatives in General
2323 Assembly convened:

2525 Section 1. (Effective from passage) (a) There is established a task force 1
2626 to study the implementation of the requirements of North Carolina 2
2727 Board of State Dental Examiners v. Federal Trade Commission 3
2828 regarding licensed building trade examining boards established 4
2929 pursuant to title 20 of the general statutes. 5
3030 (b) The task force shall consist of the following members: 6
3131 (1) Two appointed by the speaker of the House of Representatives; 7
3232 (2) Two appointed by the president pro tempore of the Senate; 8
3333 (3) One appointed by the majority leader of the House of 9
3434 Representatives; 10

41+(5) One appointed by the minority leader of the House of 12

4443 (6) One appointed by the minority leader of the Senate; 14
4544 (7) The Commissioner of Consumer Protection, or the 15
4645 commissioner's designee; and 16
4746 (8) Two persons appointed by the Governor. 17
4847 (c) Any member of the task force appointed under subdivision (1), 18
4948 (2), (3), (4), (5) or (6) of subsection (b) of this section may be a member 19
5049 of the General Assembly. 20
5150 (d) All appointments to the task force shall be made not later than 21
5251 thirty days after the effective date of this section. Any vacancy shall be 22
5352 filled by the appointing authority. 23
5453 (e) The speaker of the House of Representatives and the president 24
5554 pro tempore of the Senate shall select the chairpersons of the task force 25
5655 from among the members of the task force. Such chairpersons shall 26
5756 schedule the first meeting of the task force, which shall be held not 27
5857 later than sixty days after the effective date of this section. 28
5958 (f) The administrative staff of the joint standing committee of the 29
6059 General Assembly having cognizance of matters relating to the 30
6160 Department of Consumer Protection shall serve as administrative staff 31
6261 of the task force. 32
6362 (g) Not later than January 1, 2020, the task force shall submit a 33
6463 report on its findings and recommendations to the joint standing 34
6564 committee of the General Assembly having cognizance of matters 35
6665 relating to the Department of Consumer Protection, in accordance with 36
6766 the provisions of section 11-4a of the general statutes. The task force 37
6867 shall terminate on the date that it submits such report or January 1, 38
