Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective from passage) The Commissioner of 1 Economic and Community Development and the Commissioner of 2 Administrative Services shall develop a plan for the implementation of 3 the recommendations of the telecommunications systems steering 4 committee concerning the state's electronic business portal. Such plan 5 shall include, but need not be limited to, the creation of a one-stop 6 electronic business portal that would (1) allow a business to create a 7 single online account connected to multiple state agencies, (2) allow a 8 business to register with and apply for and renew licenses and permits 9 from such agencies through such system, (3) allow a business to pay 10 any registration, license or permit fee through such system, and (4) 11 include a messaging component that allows such agencies to provide 12 notifications to a business about the status of such business 13 registration, license, permit or application. Not later than February 1, 14 2020, the Commissioner of Economic and Community Development 15 and the Commissioner of Administrative Services shall submit 16 recommendations for any requisite legislative proposals for the 17 implementation of such plan to the joint standing committee of the 18 General Assembly having cognizance of matters relating to commerce. 19 Substitute Bill No. 7308 LCO {\\PRDFS1\HCOUSERS\BARRYJN\WS\2019HB-07308- R01-HB.docx } 2 of 2 This act shall take effect as follows and shall amend the following sections: Section 1 from passage New section CE Joint Favorable Subst.
