1221 AN ACT ESTABLISHING A TASK FORCE TO STUDY AND CLARIFY

1523 Be it enacted by the Senate and House of Representatives in General

1826 Section 1. (Effective from passage) (a) There is established a task force 1
1927 to study additional rights under Connecticut's labor law that could be 2
2028 provided to workers who are treated as independent contractors when 3
2129 providing services at another person's home. 4
2230 (b) The task force shall consist of the following members: 5
2331 (1) Two appointed by the speaker of the House of Representatives, 6
2432 one of whom shall be a representative of an advocacy organization that 7
2533 represents domestic workers; 8
2634 (2) Two appointed by the president pro tempore of the Senate, one 9
2735 of whom shall be a representative of a labor union that represents 10
2836 workers in the home care field; 11
2937 (3) One appointed by the majority leader of the House of 12

4047 (6) One appointed by the minority leader of the Senate; 17
4148 (7) The Labor Commissioner, or the commissioner's designee; and 18
4249 (8) Two persons appointed by the Governor. 19
4350 (c) Any member of the task force appointed under subdivision (1), 20
4451 (2), (3), (4), (5) or (6) of subsection (b) of this section may be a member 21
4552 of the General Assembly. 22
4653 (d) All appointments to the task force shall be made not later than 23
4754 thirty days after the effective date of this section. Any vacancy shall be 24
4855 filled by the appointing authority. 25
4956 (e) The speaker of the House of Representatives and the president 26
5057 pro tempore of the Senate shall select the chairpersons of the task force 27
5158 from among the members of the task force. Such chairpersons shall 28
5259 schedule the first meeting of the task force, which shall be held not 29
5360 later than sixty days after the effective date of this section. 30
5461 (f) The administrative staff of the joint standing committee of the 31
5562 General Assembly having cognizance of matters relating to labor shall 32
5663 serve as administrative staff of the task force. 33
5764 (g) Not later than January 1, 2020, the task force shall submit a 34
5865 report on its findings and recommendations to the joint standing 35
5966 committee of the General Assembly having cognizance of matters 36
6067 relating to labor, in accordance with the provisions of section 11-4a of 37
6168 the general statutes. The task force shall terminate on the date that it 38
6269 submits such report or January 1, 2020, whichever is later. 39
6370 This act shall take effect as follows and shall amend the following
