AN ACT CONCERNING EM ERGENCY AIR AMBULANCE SERVICES. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. (NEW) (Effective July 1, 2019) Not later than January 1, 1 
2020, and annually thereafter, any institution licensed pursuant to 2 
chapter 368v of the general statutes shall report to the Commissioner 3 
of Public Health regarding each instance during the prior year in 4 
which the institution utilized an emergency air ambulance service to 5 
transport a patient. For each instance, such report shall identify the 6 
emergency air ambulance service utilized, specify whether the 7 
emergency air ambulance service that was utilized is the primary 8 
service area responder, as defined in section 19a-175 of the general 9 
statutes, and the amount the emergency air ambulance service charged 10 
to the patient for the emergency transport. For the purposes of this 11 
section, "emergency air ambulance service" means an organization 12 
whether public, private or voluntary that utilizes aircraft specially 13 
constructed, modified or equipped for the primary purposes of 14 
responding to emergency calls and transporting by air critically ill or 15

This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 July 1, 2019 New section

To require all health care institutions to report to the Commissioner of 
Public Health regarding the use of emergency air ambulance services.
