1919 AN ACT CONCERNING TH E COMMUNITY INVESTMENT ACCOUNT
2020 AND COMBATTING INVAS IVE PLANT AND ANIMAL SPECIES.
2121 Be it enacted by the Senate and House of Representatives in General

2424 Section 1. Section 4-66aa of the general statutes is repealed and the 1
2525 following is substituted in lieu thereof (Effective October 1, 2019): 2
2626 (a) There is established, within the General Fund, a separate, 3
2727 nonlapsing account to be known as the "community investment 4
2828 account". The account shall contain any moneys required by law to be 5
2929 deposited in the account. The funds in the account shall be distributed 6
3030 every three months as follows: (1) Ten dollars of each fee credited to 7
3131 said account shall be deposited into the agriculture sustainability 8
3232 account established pursuant to section 4-66cc and, then, of the 9
3333 remaining funds, (2) twenty-five per cent to the Department of 10
3434 Economic and Community Development to use as follows: (A) Three 11
3535 hundred eighty thousand dollars, annually, to supplement the 12
3636 technical assistance and preservation activities of the Connecticut 13
3737 Trust for Historic Preservation, established pursuant to special act 75-14
3838 93, and (B) the remainder to supplement historic preservation activities 15

4545 as provided in sections 10-409 to 10-415, inclusive; (3) twenty-five per 16
4646 cent to the Department of Housing to supplement new or existing 17
4747 affordable housing programs; (4) twenty-five per cent to the 18
4848 Department of Energy and Environmental Protection for municipal 19
4949 open space grants and grants to lake authorities for the control of 20
5050 invasive species, provided any such grant to a lake authority for such 21
5151 purposes shall not exceed one-third of the reasonable costs for such 22
5252 control measures or project; and (5) twenty-five per cent to the 23
5353 Department of Agriculture to use as follows: (A) Five hundred 24
5454 thousand dollars annually for the agricultural viability grant program 25
5555 established pursuant to section 22-26j; (B) five hundred thousand 26
5656 dollars annually for the farm transition program established pursuant 27
5757 to section 22-26k; (C) one hundred thousand dollars annually to 28
5858 encourage the sale of Connecticut-grown food to schools, restaurants, 29
5959 retailers and other institutions and businesses in the state; (D) seventy-30
6060 five thousand dollars annually for the Connecticut farm link program 31
6161 established pursuant to section 22-26l; (E) forty-seven thousand five 32
6262 hundred dollars annually for the Seafood Advisory Council 33
6363 established pursuant to section 22-455; (F) forty-seven thousand five 34
6464 hundred dollars annually for the Connecticut Farm Wine 35
6565 Development Council established pursuant to section 22-26c; (G) 36
6666 twenty-five thousand dollars annually to the Connecticut Food Policy 37
6767 Council established pursuant to section 22-456; and (H) the remainder 38
6868 for farmland preservation programs pursuant to chapter 422. Each 39
6969 agency receiving funds under this section may use not more than ten 40
7070 per cent of such funds for administration of the programs for which 41
7171 the funds were provided. 42
7272 (b) Notwithstanding the provisions of subsection (a) of this section, 43
7373 fifty per cent of the moneys deposited in the community investment 44
7474 account from January 1, 2016, until June 30, 2017, shall be credited 45
7575 every three months to the resources of the General Fund, provided the 46
7676 funds remaining in the account shall be distributed as provided in 47
7777 subsection (a) of this section. 48
