24 | 24 | | Section 1. Section 4-66aa of the general statutes is repealed and the 1 |
---|
25 | 25 | | following is substituted in lieu thereof (Effective October 1, 2019): 2 |
---|
26 | 26 | | (a) There is established, within the General Fund, a separate, 3 |
---|
27 | 27 | | nonlapsing account to be known as the "community investment 4 |
---|
28 | 28 | | account". The account shall contain any moneys required by law to be 5 |
---|
29 | 29 | | deposited in the account. The funds in the account shall be distributed 6 |
---|
30 | 30 | | every three months as follows: (1) Ten dollars of each fee credited to 7 |
---|
31 | 31 | | said account shall be deposited into the agriculture sustainability 8 |
---|
32 | 32 | | account established pursuant to section 4-66cc and, then, of the 9 |
---|
33 | 33 | | remaining funds, (2) twenty-five per cent to the Department of 10 |
---|
34 | 34 | | Economic and Community Development to use as follows: (A) Three 11 |
---|
35 | 35 | | hundred eighty thousand dollars, annually, to supplement the 12 |
---|
36 | 36 | | technical assistance and preservation activities of the Connecticut 13 |
---|
37 | 37 | | Trust for Historic Preservation, established pursuant to special act 75-14 |
---|
38 | 38 | | 93, and (B) the remainder to supplement historic preservation activities 15 |

48 | 48 | | Department of Energy and Environmental Protection for municipal 19 |

49 | 49 | | open space grants and grants to lake authorities for the control of 20 |
---|
50 | 50 | | invasive species, provided any such grant to a lake authority for such 21 |
---|
51 | 51 | | purposes shall not exceed one-third of the reasonable costs for such 22 |
---|
52 | 52 | | control measures or project; and (5) twenty-five per cent to the 23 |
---|
53 | 53 | | Department of Agriculture to use as follows: (A) Five hundred 24 |
---|
54 | 54 | | thousand dollars annually for the agricultural viability grant program 25 |
---|
55 | 55 | | established pursuant to section 22-26j; (B) five hundred thousand 26 |
---|
56 | 56 | | dollars annually for the farm transition program established pursuant 27 |
---|
57 | 57 | | to section 22-26k; (C) one hundred thousand dollars annually to 28 |
---|
58 | 58 | | encourage the sale of Connecticut-grown food to schools, restaurants, 29 |
---|
59 | 59 | | retailers and other institutions and businesses in the state; (D) seventy-30 |
---|
60 | 60 | | five thousand dollars annually for the Connecticut farm link program 31 |
---|
61 | 61 | | established pursuant to section 22-26l; (E) forty-seven thousand five 32 |
---|
62 | 62 | | hundred dollars annually for the Seafood Advisory Council 33 |
---|
63 | 63 | | established pursuant to section 22-455; (F) forty-seven thousand five 34 |
---|
64 | 64 | | hundred dollars annually for the Connecticut Farm Wine 35 |
---|
65 | 65 | | Development Council established pursuant to section 22-26c; (G) 36 |
---|
66 | 66 | | twenty-five thousand dollars annually to the Connecticut Food Policy 37 |
---|
67 | 67 | | Council established pursuant to section 22-456; and (H) the remainder 38 |
---|
68 | 68 | | for farmland preservation programs pursuant to chapter 422. Each 39 |
---|
69 | 69 | | agency receiving funds under this section may use not more than ten 40 |
---|
70 | 70 | | per cent of such funds for administration of the programs for which 41 |
---|
71 | 71 | | the funds were provided. 42 |

72 | 72 | | (b) Notwithstanding the provisions of subsection (a) of this section, 43 |
---|
73 | 73 | | fifty per cent of the moneys deposited in the community investment 44 |
---|
74 | 74 | | account from January 1, 2016, until June 30, 2017, shall be credited 45 |
---|
75 | 75 | | every three months to the resources of the General Fund, provided the 46 |
---|
76 | 76 | | funds remaining in the account shall be distributed as provided in 47 |
---|
77 | 77 | | subsection (a) of this section. 48 |
