1219 AN ACT CONCERNING RE GIONAL COOPERATION AND THE
1320 SHARING OF SERVICES AMONG REGIONAL EDUCA TIONAL
1421 SERVICE CENTERS AND MEMBER BOARDS OF EDU CATION.
1522 Be it enacted by the Senate and House of Representatives in General
1623 Assembly convened:

1825 Section 1. Section 10-66o of the general statutes is repealed and the 1
1926 following is substituted in lieu thereof (Effective July 1, 2019): 2
2027 (a) The Department of Education shall encourage the use of regional 3
2128 educational service centers as providers of goods and services for local 4
2229 and regional boards of education and may award special consideration 5
2330 to grant applications that indicate the use of services of regional 6
2431 educational service centers or joint purchasing agreements among 7
2532 boards of education for the purpose of purchasing instructional or 8
2633 other supplies, testing materials, special education services, health care 9
2734 services or food or food services. 10
2835 (b) Not later than July 1, 2020, and annually thereafter, each regional 11
2936 educational service center shall distribute to member boards of 12
30-education an inventory of goods and services that are provided or 13

44-described in the report developed by the Department of Education 21
45-pursuant to section 3 of this act. Each regional educational service 22
46-center shall annually submit such inventory and a report on any best 23
47-practices for regional cooperation or the sharing of education services 24
48-being implemented by the center to the Department of Education. 25

4955 Sec. 2. (NEW) (Effective July 1, 2019) Not later than January 1, 2020, 26

5157 conduct, in consultation with the Department of Education, a survey of 28
5258 education services and programs provided in the region serviced by 29
5359 the regional educational service center for the purpose of identifying 30
5460 the need for regional cooperation in the provision or sharing of 31
5561 education services and programs among member boards of education, 32
5662 and enhancing or adding new education services and programs 33
5763 provided by the regional educational service center. Such survey shall 34
58-be completed by member boards of education and shall include, but 35
59-need not be limited to, (1) an inventory of education services and 36
60-programs provided by local and regional boards of education, (2) the 37
61-total cost incurred by each school district for all such education 38
62-services and programs, and (3) the cost incurred by each school district 39
63-for each individual education service and program. Each regional 40
64-educational service center shall develop and maintain its own survey 41
65-procedure and may conduct subsequent surveys as necessary. 42
