1212 AN ACT CONCERNING A LESBIAN, GAY, BISEXUAL,
1313 TRANSGENDER AND QUEE R HEALTH AND HUMAN SERVICES

1515 Be it enacted by the Senate and House of Representatives in General
1616 Assembly convened:

1818 Section 1. (NEW) (Effective from passage) (a) There is established a 1
1919 Lesbian, Gay, Bisexual, Transgender and Queer Health and Human 2
2020 Services Network to make recommendations to the state legislative, 3
2121 executive and judicial branches of government concerning the delivery 4
2222 of health and human services to lesbian, gay, bisexual, transgender 5
2323 and queer persons in the state. 6
2424 (b) The network shall work to build a safer and healthier 7
2525 environment for gay, lesbian, bisexual, transgender and queer persons 8
2626 by (1) conducting a needs analysis, within available appropriations, (2) 9
2727 collecting additional data on the health and human services needs of 10
2828 such persons as necessary, (3) informing state policy through reports 11
2929 submitted at least biennially, in accordance with the provisions of 12
3030 section 11-4a of the general statutes, to the joint standing committees of 13
3131 the General Assembly having cognizance of matters relating to public 14
3232 health, human services, appropriations and the budgets of state 15
3333 agencies, other legislative committees as necessary, the Governor and 16
3434 the Chief Court Administrator, (4) assisting the Department of Public 17
3535 Health to develop requests for proposals for grants awarded pursuant 18
3636 to section 2 of this act, and (5) building organizational member 19

5353 (5) The executive director of the Triangle Community Center in 30

5555 (6) The executive director of AIDS Connecticut; 32
5656 (7) The executive director of the Connecticut chapter of the Gay, 33
5757 Lesbian & Straight Education Network (GLSEN); 34
5858 (8) The executive director of the Rainbow Center at The University 35

7575 (14) The executive director of the Commission on Equity and 46
7676 Opportunity; 47
7777 (15) A lesbian, gay, bisexual, transgender or queer physician, 48
7878 licensed pursuant to chapter 370 of the general statutes, appointed by 49
7979 the speaker of the House of Representatives; 50
8080 (16) An LGBT Veteran Care coordinator assigned to a health care 51
8181 facility in the state administered by the United States Department of 52
8282 Veterans Affairs, appointed by the president pro tempore of the 53
8383 Senate; and 54
8484 (17) A member of the LGBT Aging Advocacy coalition, appointed 55
8585 by the Governor. 56
8686 (d) Members shall serve at the will of the speaker of the House of 57
8787 Representatives and the president pro tempore of the Senate, who may 58
8888 each appoint additional members and set term limits for each member. 59
8989 Appointments to the network shall be made not later than sixty days 60
9090 after the effective date of this section. Any vacancy shall be filled by 61
9191 the speaker of the House of Representatives, acting in consultation 62
9292 with the president pro tempore of the Senate. 63
9393 (e) The administrative staff of the Commission on Women, Children 64
9494 and Seniors shall provide administrative support to the network. 65
9595 Sec. 2. (Effective from passage) The sum of two hundred fifty 66
9696 thousand dollars is appropriated to the Department of Public Health 67
9797 from the General Fund for the fiscal year ending June 30, 2020, to (1) 68
9898 assist the Lesbian, Gay, Bisexual, Transgender and Queer Health and 69
9999 Human Services Network established pursuant to section 1 of this act 70
100100 to conduct a needs analysis concerning health and human services for 71
101101 lesbian, gay, bisexual, transgender and queer persons, and (2) fund 72
102102 grants awarded by the Department of Public Health to organizations 73
103103 that assist in the mission of the network. The Department of Public 74
104104 Health shall award such grants based on requests for proposals 75
