12	12		AN ACT CONCERNING A LESBIAN, GAY, BISEXUAL,
13	13		TRANSGENDER AND QUEE R HEALTH AND HUMAN SERVICES
14	14		NETWORK.
15	15		Be it enacted by the Senate and House of Representatives in General
16	16		Assembly convened:

18	18		Section 1. (NEW) (Effective from passage) (a) There is established a 1
19	19		Lesbian, Gay, Bisexual, Transgender and Queer Health and Human 2
20	20		Services Network to make recommendations to the state legislative, 3
21	21		executive and judicial branches of government concerning the delivery 4
22	22		of health and human services to lesbian, gay, bisexual, transgender 5
23	23		and queer persons in the state. 6
24	24		(b) The network shall work to build a safer and healthier 7
25	25		environment for gay, lesbian, bisexual, transgender and queer persons 8
26	26		by (1) conducting a needs analysis, within available appropriations, (2) 9
27	27		collecting additional data on the health and human services needs of 10
28	28		such persons as necessary, (3) informing state policy through reports 11
29	29		submitted at least biennially, in accordance with the provisions of 12
30	30		section 11-4a of the general statutes, to the joint standing committees of 13
31	31		the General Assembly having cognizance of matters relating to public 14
32	32		health, human services, appropriations and the budgets of state 15
33	33		agencies, other legislative committees as necessary, the Governor and 16
34	34		the Chief Court Administrator, (4) assisting the Department of Public 17
35	35		Health to develop requests for proposals for grants awarded pursuant 18
36	36		to section 2 of this act, and (5) building organizational member 19

44	44		spectrum of the lesbian, gay, bisexual, transgender and queer 21
45	45		community. 22
46	46		(c) The network shall include, but need not be limited to, the 23
47	47		following members, or their designees: 24
48	48		(1) The president of Connecticut Latinas/os Achieving Rights and 25
49	49		Opportunities (CLARO); 26
50	50		(2) The executive director of the Safe Harbor Project; 27
51	51		(3) The executive director of the New Haven Pride Center; 28
52	52		(4) The executive director of True Colors, Inc.; 29
53	53		(5) The executive director of the Triangle Community Center in 30
54	54		Norwalk; 31
55	55		(6) The executive director of AIDS Connecticut; 32
56	56		(7) The executive director of the Connecticut chapter of the Gay, 33
57	57		Lesbian & Straight Education Network (GLSEN); 34
58	58		(8) The executive director of the Rainbow Center at The University 35
59	59		of Connecticut; 36
60	60		(9) The executive director of the Hartford Gay and Lesbian Health 37
61	61		Collective; 38
62	62		(10) The executive director of the Connecticut Transadvocacy 39

75	75		(14) The executive director of the Commission on Equity and 46
76	76		Opportunity; 47
77	77		(15) A lesbian, gay, bisexual, transgender or queer physician, 48
78	78		licensed pursuant to chapter 370 of the general statutes, appointed by 49
79	79		the speaker of the House of Representatives; 50
80	80		(16) An LGBT Veteran Care coordinator assigned to a health care 51
81	81		facility in the state administered by the United States Department of 52
82	82		Veterans Affairs, appointed by the president pro tempore of the 53
83	83		Senate; and 54
84	84		(17) A member of the LGBT Aging Advocacy coalition, appointed 55
85	85		by the Governor. 56
86	86		(d) Members shall serve at the will of the speaker of the House of 57
87	87		Representatives and the president pro tempore of the Senate, who may 58
88	88		each appoint additional members and set term limits for each member. 59
89	89		Appointments to the network shall be made not later than sixty days 60
90	90		after the effective date of this section. Any vacancy shall be filled by 61
91	91		the speaker of the House of Representatives, acting in consultation 62
92	92		with the president pro tempore of the Senate. 63
93	93		(e) The administrative staff of the Commission on Women, Children 64
94	94		and Seniors shall provide administrative support to the network. 65
95	95		Sec. 2. (Effective from passage) The sum of two hundred fifty 66
96	96		thousand dollars is appropriated to the Department of Public Health 67
97	97		from the General Fund for the fiscal year ending June 30, 2020, to (1) 68
98	98		assist the Lesbian, Gay, Bisexual, Transgender and Queer Health and 69
99	99		Human Services Network established pursuant to section 1 of this act 70
100	100		to conduct a needs analysis concerning health and human services for 71
101	101		lesbian, gay, bisexual, transgender and queer persons, and (2) fund 72
102	102		grants awarded by the Department of Public Health to organizations 73
103	103		that assist in the mission of the network. The Department of Public 74
104	104		Health shall award such grants based on requests for proposals 75
