2221 Be it enacted by the Senate and House of Representatives in General
2322 Assembly convened:

2524 Section 1. Subsection (a) of section 1-95 of the general statutes is 1
2625 repealed and the following is substituted in lieu thereof (Effective 2
2726 October 1, 2019): 3
2827 (a) Each registrant shall file every two years with the Office of State 4
2928 Ethics on a registration form signed under penalty of false statement, 5
3029 on or before January fifteenth of odd-numbered years or prior to the 6
3130 commencement of lobbying, whichever is later. If the registrant is not 7
3231 an individual, an authorized officer or agent of the registrant shall sign 8
3332 the form. Such registration shall be on a form prescribed by the board 9
3433 and shall include: 10
3534 (1) If the registrant is an individual, the registrant's name, 11
3635 permanent address and temporary address while lobbying and the 12
3736 name, address and nature of business of any person who compensates 13
38-or reimburses, or agrees to compensate or reimburse, the registrant 14

43+and the terms of the compensation, reimbursement or agreement, but 15
4644 shall not include the compensation paid to an employee for [his] such 16
4745 employee's involvement in activities other than lobbying; 17
4846 (2) If the registrant is a corporation, the name, address, place of 18
4947 incorporation and the principal place of business of the corporation; 19
5048 (3) If the registrant is an association, group of persons or an 20
5149 organization, the name and address of the principal officers and 21
5250 directors of such association, group of persons or organization. If the 22
5351 registrant is formed primarily for the purpose of lobbying, it shall 23
5452 disclose the name and address of any person contributing three 24
5553 thousand dollars or more to the registrant's lobbying activities in any 25
5654 calendar year; 26
5755 (4) If the registrant is not an individual, the name and address of 27
5856 each individual who will lobby on the registrant's behalf; and 28
5957 (5) The identification, with reasonable particularity, of areas of 29
6058 legislative or administrative action on which the registrant expects to 30
6159 lobby, including the names of executive agencies and quasi-public 31
6260 agencies and, where applicable, solicitations for state contracts and 32
6361 procurements. 33
6462 Sec. 2. Subsection (b) of section 1-96 of the general statutes is 34
6563 repealed and the following is substituted in lieu thereof (Effective 35
6664 October 1, 2019): 36
6765 (b) Each individual communicator lobbyist registrant and each 37
6866 business organization communicator lobbyist registrant shall file with 38
6967 the Office of State Ethics between the first and tenth day of January a 39
7068 report or reports, signed under penalty of false statement, reporting 40
7169 the amounts of compensation and reimbursement received from each 41
7270 of his clients during the previous year. In addition, each individual 42
7371 communicator lobbyist registrant and each business organization 43
7472 communicator lobbyist registrant shall report: (1) [Report the] The 44

79+receive compensation or reimbursement or to make expenditures in 46
8380 furtherance of lobbying, including the categories of work to be 47
8481 performed and the dollar value or compensation rate of the contract, at 48
8582 the time of registration; (2) [report,] in accordance with the schedule 49
8683 set forth in subsection (a) of this section, any amendments to these 50
8784 fundamental terms, including any agreements to subcontract lobbying 51
8885 work; and (3) [report,] in accordance with the provisions of subsection 52
8986 (a) of this section, any expenditures for the benefit of a public official in 53
9087 the legislative or executive branch or a member of the staff or 54
9188 immediate family of such official which are unreimbursed and 55
9289 required to be itemized. Such report shall not include the disclosure of 56
9390 food and beverage provided by a communicator lobbyist registrant to 57
9491 a public official in the legislative or executive branch or a member of 58
9592 his staff or immediate family at a major life event, as defined by the 59
9693 Citizen's Ethics Advisory Board, of the registrant. All such information 60
9794 shall be reported under penalty of false statement. 61
9895 This act shall take effect as follows and shall amend the following
