21	20		AN ACT CONCERNING A STUDY OF WAYS TO ENCOURAGE
22	21		RENOVATION AND EXPAN SION OF THE CONNECTICUT REGIONAL
23	22		MARKET IN HARTFORD.
24	23		Be it enacted by the Senate and House of Representatives in General
25	24		Assembly convened:

27	26		Section 1. (Effective from passage) (a) The Commissioner of 1
28	27		Agriculture and the executive director of the Capital Region 2
29	28		Development Authority established pursuant to section 32-601 of the 3
30	29		general statutes shall jointly study ways to encourage the renovation 4
31	30		and expansion of the Connecticut Regional Market in Hartford, 5
32	31		including, but not limited to, permitting the use of capital funds 6
33	32		authorized for the authority to expand agricultural users of said 7
34	33		market, attracting private capital targeted at growing agriculture in the 8
35	34		state, improving the infrastructure and buildings and expanding retail 9
36	35		and wholesale operations at said market and reestablishing the 10
37	36		Marketing Authority established under section 22-63 of the general 11
38	37		statutes as an advisory council to the Capital Region Development 12
39	38		Authority for the operations and growth of said market. 13

	45	+	(b) Not later than February 1, 2020, the commissioner shall submit a 14
47	46		report, in accordance with the provisions of section 11-4a of the general 15
48	47		statutes, to the joint standing committees of the General Assembly 16
49	48		having cognizance of matters relating to agriculture, commerce, 17
50	49		planning and development and bonding, summarizing such study and 18
51	50		including policy and legislative changes to accomplish the 19
52	51		recommendations summarized therein. 20
