RESOLUTION PROPOSING A STATE CONSTITUTIONAL
AMENDMENT CONCERNING MUNICIPAL MANDATES.
Resolved by this Assembly:
That article third of the Constitution of the state be amended to 1
require the approval by a vote of at least two-thirds of the members of 2
each house of the General Assembly to enact any new state mandate 3
for which no state reimbursement is provided to local governments for 4
costs resulting from such new mandate. 5
Statement of Purpose:
To require the vote of two-thirds of both chambers of the General
Assembly to enact a new unfunded state mandate in order to ease the
burden of mandates on municipalities and to provide local property
tax relief.
