RESOLUTION CONCERNIN G THE JOINT RULES OF THE JULY 22 
SPECIAL SESSION, 2019. 
Resolved by this Assembly:  
 
That the joint rules of this Special Session shall be the same as the 1 
joint rules in force at the 2019 regular session, except as said rules are 2 
amended, altered or repealed in this resolution. 3

BILLS AND RESOLUTIONS GENERALLY 6 
7. Only bills and substantive resolutions specified in the Resolution 7 
Convening the General Assembly in Special Session to commence not 8 
earlier than 12:01 a.m. on July 22, 2019, and for the purpose of 9 
considering and enacting bills concerning workforce training needs 10 
and regulation of gratuities permitted or applied as part of the 11   
House Joint Resolution No.

minimum fair wage, shall be received. 12 
The Legislative Commissioners' Office shall prepare all bills and 13 
resolutions. When a bill or resolution has been prepared by the 14 
Legislative Commissioners' Office and signed by the Speaker and 15 
President Pro Tempore, the bill or resolution shall immediately be 16 
given to the clerk of the Senate or the House as designated. Before or at 17 
the time the bill or resolution is given to the clerk, the Legislative 18 
Commissioners' Office shall provide to the Office of Fiscal Analysis 19 
copies of each bill or resolution to prepare a fiscal note if required by 20 
Rule 15 of the joint rules. 21 
Each bill and resolution shall be printed, without interlineation or 22 
erasure. The duplicate copies of each bill or resolution shall be made 23 
on yellow-colored and blue-colored paper, respectively, of the same 24 
size and format as the original. 25 
Each bill amending any statute or special act shall set forth in full 26 
the section or subsection of the statute or the special act to be 27 
amended. Matter to be omitted or repealed shall be surrounded by 28 
brackets or overstricken so that the omitted or repealed matter remains 29 
readable, and new matter shall be indicated by capitalization or 30 
underscoring of all words in the original bill and by capitalization, 31 
underscoring or italics in its printed form. In the case of a section or 32 
subsection not amending an existing section of the general statutes but 33 
intended to be part of the general statutes, the section or subsection 34 
may be in upper and lower case letters preceded by the word (NEW). 35 
Each bill and resolution shall be transmitted, in triplicate by the 36 
Legislative Commissioners' Office to the clerks of the House or Senate. 37 
The clerks shall number each bill and resolution. 38 
The clerks shall certify and keep on file a duplicate copy of each bill 39 
and resolution. The certified duplicate copy shall remain at all times in 40 
the clerk's office. If the original cannot be located, a copy of such 41

certified duplicate copy shall be made by the clerk and used in lieu of 42 
the original. 43 
The clerk shall make a notation on the certified duplicate copy of all 44 
action taken on the original. 45 
Any member of the General Assembly may co-sponsor a bill or 46 
resolution by making a request in writing after it has been filed, to the 47 
clerk of the chamber in which the bill or resolution has been filed to 48 
add his or her name as a co-sponsor of the bill or resolution, but not 49 
later than the date of the signing of the bill, or the deadline for the 50 
signing of the bill, by the Governor, whichever is earlier, or the 51 
adoption of the resolution. 52 
After introduction no bill or resolution shall be altered except by the 53 
legislative commissioners. 54

9. Only bills and substantive resolutions certified by the Speaker 58 
and President Pro Tempore in accordance with section 2-26 of the 59 
general statutes may be introduced. Bills and resolutions so certified 60 
by the Speaker and the President Pro Tempore shall be identified as 61 
"bills" or "resolutions". 62

14. Upon passage in the first house, the bill or resolution shall be 66

Strike out Rule 15 and insert in lieu thereof the following: 68 
15. Any bill or substantive resolution which if passed or adopted, 69 
would affect state or municipal revenue, or would require the 70 
expenditure of state or municipal funds, shall have a fiscal note 71 
attached. Any fiscal note printed with or prepared for a bill or 72 
resolution shall be solely for the purpose of information, 73 
summarization and explanation for members of the General Assembly 74 
and shall not be construed to represent the intent of the General 75 
Assembly or either chamber thereof for any purpose. Each such fiscal 76 
note shall bear the following disclaimer: "The following Fiscal Impact 77 
Statement is prepared for the benefit of the members of the General 78 
Assembly, solely for purposes of information, summarization and 79 
explanation and does not represent the intent of the General Assembly 80 
or either chamber thereof for any purpose." When an amendment is 81 
offered to a bill or resolution in the House or the Senate, which, if 82 
adopted, would require the expenditure of state or municipal funds or 83 
affect state or municipal revenue, a fiscal note shall be available at the 84 
time the amendment is offered. Any fiscal note prepared for such an 85 
amendment shall be construed in accordance with the provisions of 86 
this rule and shall bear the disclaimer required under this rule. 87

BILLS AND RESOLUTIONS - READINGS 89 
16. First reading of a bill or resolution shall be by title and number. 90 
Second reading shall be passage or rejection of the bill or resolution. 91 
Strike out Rule 17 and insert in lieu thereof the following: 92 
17. Each bill or substantive resolution may be acted upon 93 
immediately. No bill or substantive resolution may be acted upon 94 
unless it is accompanied by a fiscal note. 95 
Each bill and substantive resolution shall be voted upon by a roll 96 
call vote. A bill or resolution, certified in accordance with section 2-26 97

of the general statutes, if filed in the House, may be transmitted to and 98 
acted upon first by the Senate with the consent of the Speaker; and if 99 
filed in the Senate, may be transmitted to and acted upon first by the 100
