LCO No. 3786 1 of 2 General Assembly Committee Bill No. 22 January Session, 2019 LCO No. 3786 Referred to Committee on GOVERNMENT ADMINISTRATION AND ELECTIONS Introduced by: (GAE) AN ACT CONCERNING PA YMENT OF CERTAIN FINES PRIOR TO THE RESTORATION OF E LECTORAL PRIVILEGES. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. Subsection (a) of section 9-46a of the general statutes is 1 repealed and the following is substituted in lieu thereof (Effective July 2 1, 2019): 3 (a) A person who has been convicted of a felony and committed to 4 confinement in a federal or other state correctional institution or 5 facility or community residence shall have such person's electoral 6 privileges restored [upon the payment of all fines in conjunction with 7 the conviction and] once such person has been [discharged] released 8 from confinement, and, if applicable, discharged from parole. 9 This act shall take effect as follows and shall amend the following sections: Section 1 July 1, 2019 9-46a(a) Committee Bill No. 22 LCO No. 3786 2 of 2 Statement of Purpose: To no longer condition the restoration of electoral privileges on the payment of all fines in conjunction with a disenfranchising conviction.
