AN ACT CONCERNING DOULA SERVICES UNDER THE MEDICAID 
PROGRAM. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That chapters 319v and 377 of the general statutes be amended to (1) 1 
define doula services, (2) establish funding under the Medicaid 2 
program for doula services, (3) set a reasonable rate of reimbursement 3 
for doula services to ensure an adequate number of providers of such 4 
services to meet the needs of Medicaid recipients, and (4) establish a 5 
certification process for providers of doula services. 6 
Statement of Purpose:   
To reduce overall costs under the Medicaid program by providing 
doula services targeted at high-risk pregnancies that may result in the 
need for intensive pre and post-natal care.
