AN ACT CONCERNING THE OUTSOURCING OF DELIVERY OF 
SOCIAL AND BEHAVIORAL HEALTH SERVICES. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That title 17b of the general statutes be amended to require the 1 
Commissioner of Social Services to outsource to private, nonprofit 2 
vendors the delivery of social and behavioral health services whenever 3 
such vendors demonstrate they can provide cost-efficient, quality 4 
services, provided such outsourcing complies with the provisions of 5 
section 4e-16 of the general statutes. 6 
Statement of Purpose:   
To outsource delivery of social and behavioral health services 
whenever private, nonprofit vendors demonstrate they can provide 
cost-efficient, quality services.
