AN ACT CONCERNING THE CERTIFICATION OF COMMUNITY 
HEALTH CARE WORKERS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That title 19a of the general statutes be amended to require the 1 
Commissioner of Public Health, in consultation with the Office of 2 
Health Strategy, to establish a certification program for community 3 
health workers to (1) increase preventative care of recipients of medical 4 
assistance, and (2) foster the model of care known as a person-centered 5 
medical home. 6 
Statement of Purpose:   
To improve health outcomes and generate cost efficiencies in the state 
medical assistance program.
