1919 AN ACT EXPANDING CERTAIN VETERANS' ACCESS TO PUBLIC
2020 ASSISTANCE PROGRAMS.
2121 Be it enacted by the Senate and House of Representatives in General
2222 Assembly convened:

2424 That the general statutes be amended to (1) prohibit the 1
2525 Commissioner of Social Services from considering any federal non-2
2626 service-connected pension benefits, including, but not limited to, the 3
2727 basic pension, the Aid and Attendance benefit and the Housebound 4
2828 benefit when determining income eligibility of any veteran or such 5
2929 veteran's surviving spouse for certain Medicare state programs, and (2) 6
3030 permit said commissioner to seek approval of an amendment to the 7
3131 state Medicaid plan or a waiver from federal law, if necessary, to 8
3232 exempt such benefits from income eligibility criteria as unreimbursed 9
3333 medical expenses. 10
3434 Statement of Purpose:
3535 To require that pension benefits granted to certain veterans by the
3636 United States Department of Veterans Affairs be disregarded when
3737 determining income eligibility for certain state Medicare programs, as
3838 well as permit the Commissioner of Social Services to pursue
3939 exempting such benefits from income eligibility criteria as
4040 unreimbursed medical expenses.
