921 AN ACT CONCERNING CE RTIFICATION OF MODERATORS AND
1022 ALTERNATE MODERATORS .
1123 Be it enacted by the Senate and House of Representatives in General
1224 Assembly convened:

14-Section 1. Subsection (c) of section 9-229 of the general statutes is
15-repealed and the following is substituted in lieu thereof (Effective July
16-1, 2019):
17-(c) The Secretary shall conduct certification sessions for moderators
18-and alternate moderators each year at times and places to be
19-determined by said Secretary, provided at least eight such sessions
20-shall be held each calendar year and at least one such session shall be
21-conducted prior to every primary. The Secretary shall certify each
22-person who successfully completes an instructional session or regional
23-instructional session, as the case may be, conducted in accordance with
24-the provisions of subsection (b) of this section and an examination
25-administered by the Secretary, as eligible to serve as moderator or
26-alternate moderator at any election or primary held during the time
27-such certification is effective, except the Secretary shall not certify any
28-person as moderator or alternate moderator who has been convicted of
29-or pled guilty or nolo contendere to, in a court of competent
30-jurisdiction, any [(1)] felony involving fraud, forgery, larceny,
31-embezzlement or bribery [,] or [(2)] any criminal offense under this Senate Bill No. 265

36-under this subsection shall expire two years after the date of its
37-granting, [. Prior] and (2) prior to expiration of [the] an initial or [any]
38-subsequent certification, a moderator or alternate moderator may
39-undergo an abridged recertification process prescribed by the
40-Secretary, and upon successful completion thereof, such certification
41-shall be renewed for two years after the date of such completion. On
42-and after July 1, 2019, (A) any initial certification granted under this
43-subsection shall expire four years after the date of its granting, and (B)
44-prior to expiration of an initial or subsequent certification, a moderator
45-or alternate moderator may undergo an abridged recertification
46-process prescribed by the Secretary, and upon successful completion
47-thereof, such certification shall be renewed for four years after the date
48-of such completion. Only those persons who are certified in accordance
49-with this subsection shall be eligible to serve as moderators on election
50-or primary day, except as provided in subsection (d) of this section or
51-section 9-436. The Secretary of the State may adopt regulations, in
52-accordance with the provisions of chapter 54, as the Secretary deems
53-necessary to implement the certification process under this section.
