AN ACT ALLOWING FOR THE DEDUCTION OF CONSERVATOR 
EXPENSES FROM A MEDICAID RECIPIENT'S APPLIED INCOME. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That title 17b of the general statutes be amended to require the 1 
Commissioner of Social Services to amend the Medicaid state plan to 2 
permit a qualified deduction of certain conservator expenses from the 3 
income portion of a Medicaid recipient that is applied to the cost of 4 
such recipient's care. 5 
Statement of Purpose:   
To eliminate the applied income penalty under the Medicaid program 
for costs relating to conservators.
