AN ACT HOLDING HARMLESS CLIENTS AND PROVIDERS 
AFFECTED BY AGENCY COMPUTER ERRORS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That title 17b of the general statutes be amended to hold harmless 1 
clients and providers subject to ineligibility or financial penalties due 2 
to errors or other issues caused by the transition of the Department of 3 
Social Services to a new online service system known as "ConneCT". 4 
Statement of Purpose:   
To protect Department of Social Services' clients and providers from 
repercussions caused by the department's transition to a new online 
service system.
