2121 AN ACT CONCERNING HEALTH INSURANCE DOCUMENTS, COST -
2222 SHARING AND TRANSPARENCY, AND PROHIBITING HIGH
2323 DEDUCTIBLE HEALTH PLANS AND COINSURANCE.
2424 Be it enacted by the Senate and House of Representatives in General
2525 Assembly convened:

2727 That title 38a of the general statutes be amended to provide that 1
2828 each insurer, health care center, fraternal benefit society, hospital 2
2929 service corporation, medical service corporation or other entity 3
3030 delivering, issuing for delivery, renewing, amending or continuing a 4
3131 health insurance policy in this state shall (1) not provide any document 5
3232 to an insured or prospective insured unless such document is in plain 6
3333 language, (2) provide for transparency in the cost of covered health 7
3434 care services and the calculation of cost-sharing payments for such 8
3535 services, (3) not deliver, issue for delivery, renew, amend or continue 9
3636 high deductible health plans in this state, and (4) not charge any 10
3737 coinsurance to an insured in this state. 11
3838 Statement of Purpose:
3939 To provide that each insurer, health care center, fraternal benefit
4040 society, hospital service corporation, medical service corporation or

4646 continuing a health insurance policy in this state shall not provide any
