AN ACT CONCERNING HEALTH INSURANCE COVERAGE FOR OUT -
OF-NETWORK SERVICES PROVIDED AT IN -NETWORK HOSPITALS.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
That title 38a of the general statutes be amended to (1) require that 1
covered health care services provided by out-of-network providers at 2
in-network hospitals be covered at an in-network level, including an 3
in-network level of cost sharing, (2) prohibit balance billing for such 4
services, and (3) require that each out-of-network provider that 5
provides such services accept, as payment in full for such services, 6
payment for such services at the in-network rate. 7
Statement of Purpose:
To require that covered health care services provided by out-of-
network providers at in-network hospitals be covered at an in-network
level, including an in-network level of cost sharing, prohibit balance
billing for such services and require that each out-of-network provider
that provides such services accept, as payment in full for such services,
payment for such services at the in-network rate.
