1919 AN ACT CONCERNING PROPERTY TAX REFORM.
2020 Be it enacted by the Senate and House of Representatives in General
2121 Assembly convened:

2323 That the general statutes be amended to (1) establish a fifty-1
2424 thousand-dollar homestead exemption to be applied to assessed value 2
2525 of one-to-four family owner-occupied residences; (2) establish a one 3
2626 mill state-wide tax on real property with an adjustment for the 4
2727 homestead exemption; (3) repeal the municipal property tax on motor 5
2828 vehicles; (4) enact a state-wide motor vehicle tax of at least fifteen 6
2929 mills, but not more than nineteen mills; (5) apply the receipts of the 7
3030 state-wide taxes established in subdivisions (2) and (4) of this section 8
3131 to (A) fund PILOT program reimbursements to municipalities, (B) 9
3232 increase special education grants to municipalities, and (C) apply 10
3333 remaining funds to education and alliance district grants; and (6) 11
3434 exempt the first twenty-five thousand dollars of assessed value of 12
3535 business personal property from municipal property tax. 13
