24 | 23 | | Section 1. Section 7-273c of the general statutes is repealed and the 1 |

25 | 24 | | following is substituted in lieu thereof (Effective from passage): 2 |

26 | 25 | | (a) The affairs of the district shall be managed by a board of 3 |
---|
27 | 26 | | directors chosen from among the electors of the constituent 4 |
---|
28 | 27 | | municipalities as follows: Each municipality shall have at least one 5 |
---|
29 | 28 | | director. Municipalities with a population, according to the most 6 |
---|
30 | 29 | | recent federal census, from twenty-five thousand to one hundred 7 |
---|
31 | 30 | | thousand, inclusive, shall have two directors. Municipalities with a 8 |
---|
32 | 31 | | population over one hundred thousand shall have four directors. The 9 |
---|
33 | 32 | | directors shall be appointed for terms of four years, except that, in 10 |
---|
34 | 33 | | municipalities having more than one director, one-half of those first 11 |
---|
35 | 34 | | appointed shall serve for two years and one-half for four years, their 12 |
---|
36 | 35 | | successors to serve for four years each. Any municipality in respect to 13 |
---|
37 | 36 | | which a vacancy on the board occurs shall fill it for the unexpired 14 |
---|
38 | 37 | | portion of the term. Section 9-167a shall apply to the appointment of 15 |

46 | 44 | | appointed by the elected chief executive of a city or borough, the board 17 |
---|
47 | 45 | | of selectmen in the case of a municipality in which the legislative body 18 |
---|
48 | 46 | | is a town meeting or by the board of selectmen of a town with the 19 |

49 | 47 | | approval of the legislative body. Notwithstanding the provisions of 20 |
---|
50 | 48 | | this section, directors appointed from any municipality which is a 21 |
---|
51 | 49 | | member, or becomes a member, of any transit district in existence on 22 |
---|
52 | 50 | | May 18, 1972, shall be appointed by the legislative body of each 23 |
---|
53 | 51 | | municipality or the board of selectmen in the case of a municipality in 24 |
---|
54 | 52 | | which the legislative body is a town meeting. The population of each 25 |
---|
55 | 53 | | municipality according to the most recent federal census shall be 26 |
---|
56 | 54 | | divided by the number of directors representing such municipality. 27 |
---|
57 | 55 | | Each member of the board of directors shall be entitled to cast that 28 |
---|
58 | 56 | | number of voting units which is the multiple the population he 29 |
---|
59 | 57 | | represents, rounded to the nearest one hundred, is of the smallest 30 |
---|
60 | 58 | | population represented by a member, rounded to the nearest one 31 |
---|
61 | 59 | | hundred. The directors shall meet at least four times annually or more 32 |

62 | 60 | | often on the call of the chairman and shall elect officers from among 33 |

63 | 61 | | their number. They may adopt bylaws and rules for the conduct of the 34 |

64 | 62 | | affairs of the district. They shall appoint and fix the salary of a district 35 |

65 | 63 | | manager, who shall be the chief executive officer of the district, and 36 |

66 | 64 | | such other employees as are required for district purposes. Each officer 37 |
---|
67 | 65 | | or employee of such district who is the repository or custodian of any 38 |
---|
68 | 66 | | funds of such district shall give such bond as is required by the board 39 |
---|
69 | 67 | | of directors, with sufficient surety, conditioned on the faithful 40 |
---|
70 | 68 | | discharge of his duties. The premium upon such bond shall be paid by 41 |
---|

72 | 70 | | (b) Notwithstanding subsection (a) of this section, any director of 43 |

73 | 71 | | the Middletown Area Transit district may be removed prior to the 44 |
---|
74 | 72 | | expiration of such director's term by the appointing authority specified 45 |
