2019 AN ACT CONCERNING MI DDLETOWN AREA TRANSIT.
2120 Be it enacted by the Senate and House of Representatives in General

2423 Section 1. Section 7-273c of the general statutes is repealed and the 1
2524 following is substituted in lieu thereof (Effective from passage): 2
2625 (a) The affairs of the district shall be managed by a board of 3
2726 directors chosen from among the electors of the constituent 4
2827 municipalities as follows: Each municipality shall have at least one 5
2928 director. Municipalities with a population, according to the most 6
3029 recent federal census, from twenty-five thousand to one hundred 7
3130 thousand, inclusive, shall have two directors. Municipalities with a 8
3231 population over one hundred thousand shall have four directors. The 9
3332 directors shall be appointed for terms of four years, except that, in 10
3433 municipalities having more than one director, one-half of those first 11
3534 appointed shall serve for two years and one-half for four years, their 12
3635 successors to serve for four years each. Any municipality in respect to 13
3736 which a vacancy on the board occurs shall fill it for the unexpired 14
3837 portion of the term. Section 9-167a shall apply to the appointment of 15

4644 appointed by the elected chief executive of a city or borough, the board 17
4745 of selectmen in the case of a municipality in which the legislative body 18
4846 is a town meeting or by the board of selectmen of a town with the 19
4947 approval of the legislative body. Notwithstanding the provisions of 20
5048 this section, directors appointed from any municipality which is a 21
5149 member, or becomes a member, of any transit district in existence on 22
5250 May 18, 1972, shall be appointed by the legislative body of each 23
5351 municipality or the board of selectmen in the case of a municipality in 24
5452 which the legislative body is a town meeting. The population of each 25
5553 municipality according to the most recent federal census shall be 26
5654 divided by the number of directors representing such municipality. 27
5755 Each member of the board of directors shall be entitled to cast that 28
5856 number of voting units which is the multiple the population he 29
5957 represents, rounded to the nearest one hundred, is of the smallest 30
6058 population represented by a member, rounded to the nearest one 31
6159 hundred. The directors shall meet at least four times annually or more 32
6260 often on the call of the chairman and shall elect officers from among 33
6361 their number. They may adopt bylaws and rules for the conduct of the 34
6462 affairs of the district. They shall appoint and fix the salary of a district 35
6563 manager, who shall be the chief executive officer of the district, and 36
6664 such other employees as are required for district purposes. Each officer 37
6765 or employee of such district who is the repository or custodian of any 38
6866 funds of such district shall give such bond as is required by the board 39
6967 of directors, with sufficient surety, conditioned on the faithful 40
7068 discharge of his duties. The premium upon such bond shall be paid by 41
7169 the district. 42
7270 (b) Notwithstanding subsection (a) of this section, any director of 43
7371 the Middletown Area Transit district may be removed prior to the 44
7472 expiration of such director's term by the appointing authority specified 45
7573 in this section for such director, which removal shall create a vacancy 46
